Project Officer II - Food Security and Liverihoood

Job Description

World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somaliland program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somaliland National to fill the following vacancy. The successful candidate will be based in  Burao, Somaliland.

Purpose of the position:

With technical guidance and mentoring from a Project & Consortium Manager/Technical Unit Lead the incumbent will assist the project management team and guide/supervise partners, ensuring high-quality, accountable, community-focused project design and implementation. With guidance and mentoring, the position-holder will lead in planning, implementation, monitoring and reporting for directly & indirectly WVI implemented project(s). The position-holder will drive project implementation, ensuring projects take place on-time, on-target and within budget. He/she will provide support for the development of community driven and integrated programming through participation in assessments, design, monitoring, evaluation and joint-planning of projects. The position holder will spearhead capacity building efforts to community groups and partners, developing context appropriate training materials, organizing and facilitating trainings, and monitoring community uptake. The position holder will actively promote sector growth developing concept notes, forming alliances with INGO/NGO and government agencies, and meeting with potential donors as required. The incumbent will support external engagement with relevant government ministries, INGO/NGOs to promote coordination and cooperation, taking leadership roles when appropriate.

Major Responsibilities:(please define in output format – 1-10 things of what you expect to see as a result of this position)

  • Participate in the planning and implementation so that projects end on-time, on-target and within budget;

  • Support the development of integrated, community-driven project design;

  • Implement capacity building efforts to community and partners;

  • Participate in promoting sector growth, through the development of concept notes, exploring alliances with key stakeholder and cluster engagement;

  • Promote awareness and compliance with donor and World Vision policy and procedures;

  • Attending sector coordination meeting, providing updates as required;

Facilitate timely, accountable project planning, and implementation:

  • With guidance from PM/TU lead develop project planning tools:

  • DIPs, Cash Flows; ITT, Issues Logs, MWRAP, , Procurement Plans;

  • Develop and carry work-plans for teams under management:

  • Logistic planning for staff and project supplies/materials

  • Monitoring schedules/training schedules

  • Prepare up cash request and requisitions to facilitate project implementation, keeping accurate records for accountability purposes;

  • Coordinate community engagement for planning and implementation of accountable project activities:

  • Promote awareness of project deliverables for accountability purposes;

  • Guide site selection and beneficiary selection processes, promoting gender sensitivity conflict sensitivity and vulnerability sensitivity allocation of resources;

  • Coordinate and monitor Livelihoods/resilience/economic development activities and distribution of project supplies, promoting transparency and accountability;

Undertake capacity building and mentoring of communities and partners:

  • Organize and facilitate training to community groups and partners:

  • Vocational Training

  • Economic Development: Local Value Chain development, Savings Groups, farming as a business,(FABS),Appretinceship,social protection,entrepreneurship,Financial Literacy

  • Contextualize trainings to community and partner needs (translations, pictorial design, etc);

  • Develop capacity building plans, providing regular mentoring of community and partners on new skills;

  • Monitor, measure and report uptake of new skills and abilities with communities and partners;

  • Identify training and development needs of partners/ community members and make recommendations to TS/PM.

Foster external engagement to promote awareness of the program, support fund-raising efforts, and facilitate coordination:

  • Participate in external engagement with the government, community, and coordination mechanisms:

  • Participate in cluster coordination mechanisms;

  • Update cluster reporting tools on a regular basis (e.g. 4Ws);

  • Coordinate organization’s participation in cluster/government organized assessments;

  • Take leadership roles when possible;

  • Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. extension services, marketing facilities, credit mechanisms);

  • With the assistance of Communications department, develop marketing and promotional materials to increase awareness of field level programs for fund-raising and profile enhancing purposes;

Promote accountability, compliance and good stewardship

  • Promote awareness and implementation of WV policies and procedures to staff members and partners;

  • Promote awareness and monitor compliance with donor and support office requirements;

  • Ensure value for money in regards to all transaction involving World Vision resources

  • Ensure quality workmanship by contractors and consultants engaged by WV

  • Responsible for interpretation of Information provision pamphlets and training materials into local language

Other Competencies/Attributes:

  • Project Officer must have good time management, multitasking skills

  • Good team work and leadership skills are essential in order to motivate different groups of people to fulfill their responsibilities within a given time frame.

  • Able to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

  • Basic to Intermediate English language and fluency in local languages spoken in the working area.

  • A person of high moral and ethical standards

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;

  • Must demonstrate a willingness to mentor and teach others;

  • Excellent analytical skills, particularly in the realm of grant management;

  • Must promote Finance policy and procedure, must “walk the talk” in terms of accountability;

  • Ensure a gender perspective in the scope of work;

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Educational level preferred: University Degree and/or 3 to 4 years sector experience or Diploma in Agricultural Education and extension/Education/Economics/Business Studies and or Social Sciences with min of 5 years field experience

  • Basic to Intermediate English Spoken and Written;

  • Technical Training qualifications required: Professional technical skill desired- especially in the realms of community engagement and project-cycle management

  • Proven experience in technical surveying, project designing, implementation

  • Good knowledge of SPHERE standards.

  • Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages.

  • Experience in community based participatory development approaches strongly desired

  • Financial management (Non-Finance mangers.)

  • Experience: 3 to 5 years of experience in Relief and Development work

Working Environment / Conditions:

  • Work environment: Field -based with frequent travel to the project sites

  • Travel: 10% Domestic/international travel is required.

  • On call: Immediately
