Project Officer II - Livelihoods

Job Description

Purpose of the position:

With technical guidance and mentoring from a Project Manager the incumbent will assist the project management team and guide/supervise partners, ensuring high-quality, accountable, community-focused project design and implementation. With guidance and mentoring, the position-holder will lead in planning, implementation, monitoring and reporting for directly & indirectly WVI implemented project(s). The position-holder will drive project implementation, ensuring projects take place on-time, on-target and within budget. He/she will provide support for the development of community driven and integrated programming through participation in assessments, design, monitoring, evaluation and joint-planning of projects. The position holder will spearhead capacity building efforts to community groups and partners, developing context appropriate training materials, organizing and facilitating trainings, and monitoring community uptake. The position holder will actively promote sector growth developing concept notes, forming alliances with INGO/NGO and government agencies, and meeting with potential donors as required. The incumbent will support external engagement with relevant government ministries, INGO/NGOs to promote coordination and cooperation, taking leadership roles when appropriate.

Major Responsibilities:

Facilitate timely, accountable project planning, and implementation:

  • With guidance from PM/TS develop project planning tools:

  • DIPs, Cash Flows; ITT, Issues Logs, MWRAP, , Procurement Plans;

  • Develop and carry work-plans for teams under management:

  • Logistic planning for staff and project supplies/materials

  • Monitoring schedules/training schedules

  • Prepare up cash request and requisitions to facilitate project implementation, keeping accurate records for accountability purposes;

  • Coordinate community engagement for planning and implementation of accountable project activities:

  • Promote awareness of project deliverables for accountability purposes;

  • Guide site selection and beneficiary selection processes, promoting gender sensitivity conflict sensitivity and vulnerability sensitivity allocation of resources;

  • Coordinate and monitorLivelihoods/resilience/economic development activities and distribution of project supplies, promoting transparency and accountability;

Undertake capacity building and mentoring of communities and partners:

  • Organize and facilitate training to community groups and partners:

  • Vocational Training

  • Economic Development: Local Value Chain development, Savings Groups, farming as a business,(FABS),Appretinceship,social protection,entrepreneurship,Financial Literacy

  • Contextualize trainings to community and partner needs (translations, pictorial design, etc);

  • Develop capacity building plans, providing regular mentoring of community and partners on new skills;

  • Monitor, measure and report uptake of new skills and abilities with communities and partners;

  • Identify training and development needs of partners/ community members and make recommendations to TS/PM.

Ensure quality, timely reporting, assessment and baselines;

  • Contribute to complete, accurate and timely reporting;

  • Project monitoring reports;

  • Progressive up-dates for MMR and 4Ws; QRM updates;

  • Conduct regular field visits to project site and update PM/TS with the progress of project activities in the field

  • With guidance from PM/TS carry out carry assessments and baselines in support community driven design project;

  • Coordinate field requirement (logistic, supplies, facilitators, etc);

  • Spearhead community engagement;

  • Contextualize tools;

  • Participate in development of TORs for consultants and service providers

  • Contribute in supervision and assessments of construction works of livelihood assets and issuing of certificate of completion

  • Supervise WV engaged contractors/consultants

Foster external engagement to promote awareness of the program, support fund-raising efforts, and facilitate coordination:

  • Participate in external engagement with the government, community, and coordination mechanisms:

  • Participate in cluster coordination mechanisms;

  • Update cluster reporting tools on a regular basis (e.g. 4Ws);

  • Coordinate organizations participation in cluster/government organized assessments;

  • Take leadership roles when possible;

  • Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. extension services, marketing facilities, credit mechanisms);

  • With the assistance of Communications department, develop marketing and promotional materials to increase awareness of field level programs for fund-raising and profile enhancing purposes;

Promote accountability, compliance and good stewardship

  • Promote awareness and implementation of WV policies and procedures to staff members and partners;

  • Promote awareness and monitor compliance with donor and support office requirements;

  • Ensure value for money in regards to all transaction involving World Vision resources

  • Ensure quality workmanship by contractors and consultants engaged by WV

  • Responsible for interpretation of Information provision pamphlets and training materials into local language.

Qualifications: Education/Knowledge/Technical Skills and Experience

  • University Degree in Agriculture/Animal Production/Home Economics/ or any other related study

  • Must demonstrate expereince working in food security projects in pastoralists contexts and riverine Agriculture

  • At least 3 years Emergency and Development experience working with communities under fragile contexts

  • Experience in community engagement and project-cycle management, preferably with certificate PMD PRO1

  • Proven experience in technical surveying, project designing, implementation

  • Good knowledge of SPHERE standards.

  • Experience in farmer training and Agricultural Extension

  • Experience in practical Irrigation Development, Natural Resource Management, Agronomy and Animal Health training

  • Experience in supervision of Cash programming and Food For Asset related projects

  • Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages.

  • Experience in community based participatory development approaches strongly desired

  • Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships

  • Good understanding of Somali Language and Local Clan Politics

  • Experience working with World Vision and understanding understanding of the Organisation’s Mission and Core Values will be an added advantage
