Project Officer III LMMS- Food Assistance - Garowe


Purpose of the position:

Ensure continuous supervision of the overall operations of WVS agriculture and food security projects in the district and acts as a line assistant to the project Coordinator (Food Assistance)

Major Responsibilities: (please define in output format – 1-10 things of what you expect to see as a result of this position)

  1. Conduct and support LLMS and SCOPE registration for projects

  • Work with the project teams in ensuring that the correct beneficiaries are identified before registration.

  • Guide the project teams on required tools (eg, document numbers, LMMS. Templates and forms)

  • Ensure that beneficiary details/information is captured correctly.

  • Address all issues arising from the LMMS/SCOPE registration ( missing cards, double, wrong details etc)

  • Data storage and integrity for all projects.

  • Provide project information as and when required.

  1. Review of Field distribution, LMMS/CTS Reports

Ensure that all LMMS/CTS reports from all the different food aid project sites have been reviewed and that they tally with project information and all the supporting documentation generated from the system of at field is available.

  • Project information details

  • Beneficiary attendance lists.

  • Master lists

  • Beneficiary cards information

  • Ensure all Losses, return to store, excess etc. are properly accounted for in the original field reports and in the LMMS/CTS data base.

  • In case of errors in any documentation ensure that a sick waybill form is generated to explain the error.

  1. Commodity Reporting and Accountability

    • Deputise the CTS Officer and conduct the following roles;

    • Data entry into the CCTS Database (Food and non-food) for World Vision Somalia for completion of the monthly global Commodity Status Reports; including the main CSR, LSR and RSR.

    • Maintain a clear accounting process and complete paper trail for all the beneficiary information and commodity transactions.

  2. Generation of Redemption Status Reports (SCOPE/LMMS) and CSS reports (CTS)

    • Prepare and review redemption status reports and invoices reflecting actual quantities of cash/food redeemed/handled respectively.

    • Generate invoices (where applicable) and ensure that they tally with the RSR/CSR?CSS for every given month of project duration.

    • Submit Invoice to WV and WFP Area Office for signing.

    • Submit signed reports/Invoices to CTS Coordinator (Nairobi) for payment submission to WFP Nairobi for payment by 15th of every month.

    • Provide GIK support to the Database and ensure linked reporting

    • Link projects to GIK support and ensure a record is maintained in the LMMS.

6. Coordination and Visibility

  • Attend all project related meetings with partners and stakeholders in the field

  • Collaborate with extension workers and other staff to enhance integration with other sectors

  • Represent World Vision at field level with local government officials and other agencies as delegated by the project officer.

7. Any Other Business

  • Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

  • Must adhere to set security standards

  • Ensure a gender perspective in the scope of work

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: Minimum; Completion of university education.

  • Technical Training qualifications required: Degree or Diploma in Community Development /Agriculture/Development studies or other related field

  • Experience: 2 years; Prior experience in a cash programming-voucher officer position, with good understanding on principles of Accounting and data entry, cash programming Proven problem solving and decision making skills

  • Other - experience working on community & community mobilization skills.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • %Travel: 50 Domestic and field sites supervision travel is required.
