World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somalia program wishes to invite applications from highly competent dynamic, self driven and results oriented Somali National to fill the following vacancy. The successful candidate will be based in WV Office, Garowe, Puntland.

Global Fund TB Project Coordinator

The position holder will oversee implementation of activities in the TB management units (TBMUs) under World Vision Somalia, currently 4 in Puntland but likely to increase.

He or She will ensure the TBMUs implement TB services in accordance with WHO agreed protocols and guidelines. The position will be responsible for timely submission of quarterly reports from the TBMUs.

He or will also conduct regular supervision and on job training as required.

Moreover, the position-holder will promote integrated health programming, and working with Health and Nutrition Manager, identifying integration opportunities, capturing integration successes and documenting them.

The job holder will provide the needed linkage to SRs working in Puntland, ensuring that they are adequately supported and issues appropriately escalated for timely address

Major Responsibilities:

Oversee implementation of activities in the TBMUs under WVS in Puntland. The position will ensure:

  • In collaboration with Health & Nutrition Manager, ensure TBMUs operate under the required WHO recommendations and standard TB Treatment guidelines are put in place.;

  • Coordinate and work with WHO to ensure appropriate training of TBMUs staff To advise on TBMUs stocks levels of anti TB drugs and laboratory supplies;

Supervision and Monitoring of Implementing Partners

  • Conduct regular site visits to TB facilities, and to identify challenges and co-create action plans to speed implementation and support quality treatment outcomes;

  • Supervise and mentor facility-level sub-recipients partners in the proper implementation of TB/PAL diagnosis and treatment protocols;

  • Identify staff capacity gaps and mobilize training to improve the operational and organizational capacity of sub-recipient partners;

  • Conduct periodic site visits and onsite data verification and data quality audits, providing reports to DM&E function to target improvements in data quality;

  • Contribute in program gap analysis at the TBMUs and inform the supervisor and other relevant persons.

  • Make visit to SRs and provide support where necessary

Promote Integrated Health Service Delivery

  • In close collaboration with Health and Nutrition Manager, promote integration of health services in the TBMUs are guided by the strategy and plans for integration of health service delivery.

  • In close collaboration with Health and Nutrition Manager and Food Assistance team, monitor the implementation of food for TB programming, promoting high quality, accountable storage, usage and tracking of commodities;

  • Support /Participate in operational research as required;

  • Participate in plans to promote linkages with other health program (EPHS, JHNP, GAVI, HIV);

Coordination

  • Participate in Zonal quarterly review meetings and represent WVS as required;

  • Coordinate visits to the TBMUs and review missions as required. Such missions may include, WVS staff, MoH, WHO, Local Funding Agent, Global Fund, Consultants, etc. ;

  • Attend and contribute in program coordination and network meetings at Zonal level and international levels as required;

  • Draft stories of “integration success” in support fund-raising and marketing efforts;

  • Participate in the processes for works for the TBMUs as required. Such processes may among other things include periodic assessment of physical infrastructure of the TBMUs.

  • Coordinate EQA slide collection from TBMUS by SRs and timely shipment for analysis on quarterly

  • Participate in the roll out of Gene Xpert machines for diagnosis of Drug resistant TB

Support MDR TB surveillance

Reporting

  • Case notification and treatment outcomes data from the TBMUs are compiled and timely submitted on quarterly basis

  • Monthly narrative reports are submitted to the Health and Nutrition Manager and the GF TB Project manager

  • Activity tracking report developed and submitted to the M&E on monthly and the GF TB manager and the Somaliland Health and Nutrition manger on monthly basis

  • Actively support recording and reporting of MDR TB case notifications and follow up of patients

Other Competencies/Attributes:

  • Must adhere to set security standards

  • Ensure a gender perspective in the scope of work

  • Ability to work under pressure to ensure demanding timescales are met

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • A Bachelor’s degree in Public health, Clinical medicine or any other medical related study

  • At least 4 years project management experience with extensive government engagement experience;

  • Past experience working in TB and HIV / AIDS program preferred

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

  • Demonstrates strong problem solving skills; keen attention to detail with an analytic approach to work

  • A person of high moral and ethical standards

  • Cross – cultural sensitivity, flexibility and emotional maturity

  • Ability to exhibit exemplary life style as interpreted in specific local cultural context

  • Willingness to be flexible with working hours

  • An aptitude for working in a changing environment and managing multiple priorities

  • Ability to work both as part of a team and alone, supervised or unsupervised

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 30% Domestic/international travel is required.
