Health & Nutrition (Specialist) Manager

To implement Health and Nutrition projects through a variety of community structures, including community groups, user committees and LNGOs. The position is responsible for all aspects of implementation, including partner identification, hiring and performance management of World Vision staff, capacity building of partners and World Vision staff, proposal and budget development and report writing. The Health and Nutrition Manager will take an active role in assessments and evaluation exercises in an effort to improve quality and increase scope of Health, Nutrition and Gender programming. The position is the key focal point at the field level for Health, Nutrition and Gender programming and will share

information to relevant cluster groups, coordination mechanisms, government ministries, and INGO/LNGOs. The position will take a lead role whenever possible at such forums.

The Health & Nutrition Manager will work closely with the Food Assistance Manager, national staff, partner organizations, the Global Fund TB, liaise with Local Authorities and the other humanitarian agencies in Somaliland/Somalia to enhance harmony and integration of programming.


Project Design, Monitoring, Implementation and Evaluation:

  • Provide support in developing proposal designs and program designs in collaboration with, local structures, PDU and Technical Advisors.

  • Take lead in assessment and evaluation processes for Health and Nutrition projects in collaboration with local structures, Quality Assurance teams and Technical Advisors.

  • Take lead at the field in developing M&E tools programs that align with LEAP framework and other donor frameworks to monitor impact.

  • In collaboration with Programs Development Unit and Technical Advisors provide narrative and financial reports of the highest quality and standards.

  • Ensure evaluation results are shared with relevant partners and effectively used for project redesign within the LEAP framework.

  • Provide technical guidance during project implementation to ensure the projects meet or supersede established Health, Nutrition and Gender standards and targets.

  • Regular documented, monitoring of project implementation.

  • Liaise with relevant ministries, UN Agencies such as UNICEF, WFP and other stakeholders to ensure that programs are in line with cluster strategies and objectives.

Project & Budget Management:

  • Develop appropriate project management documentations and ensure in-place, in-use and updated as required (DIPs, Cash Flows, Procurement Plans, etc).

  • Establish and oversee implementation of sound financial systems for efficiently controlling the quality of technical Health, Nutrition Gender project works/activities by closely tracking work progress against payment and work plans and

  • controlling the quality of final project outputs as per the donor and user community expectations.

  • Ensure optimal use of financial resources in the project through timely requisition of all necessary supplies/contracts for project implementation.

  • Ensure that monthly financial projections are prepared and submitted in a timely manner.

  • See to it that management response to audit queries is done on a timely basis.

  • Prepare Project implementation tools and disseminate to World Vision staff and implementing partners.

  • Ensure Health, Nutrition and Gender projects implementation is in alignment with current financial and administrative policy and procedures.

  • Disseminate World Vision financial and administrative procedures to Local partners.

Staff & Partner Capacity Building for Health, Nutrition and Gender programming:

  • Work with local structures, including user committees and LNGOs to identify technical gaps in knowledge and skills and develop capacity building plans to bridge them.

  • Train staff and partners in best-practice Health & Nutrition models and approaches.

  • Hold regular progress meetings with partners and staff to review project performance and address challenges to implementation.

  • Facilitate linkages between local partners and coordination mechanisms.

  • In collaboration with Quality Assurance and Program Design Unit train Health and Nutrition staff and partners in design, reporting, monitoring and evaluation.

  • Facilitate awareness raising of staff and partners in key humanitarian principles, including Local Capacity for Peace, SPHERE, Child Protection, etc.

Develop strategic partnerships with donors, coordination mechanisms for coordination purposes and to raise profile of Health, Nutrition and Gender programming for marketing and fundraising purposes:

  • Represent WVS in coordination and cluster forums, providing regular updates as required and seeking leadership roles when appropriate.

  • Collaborate with Communications Department to market WVS Health, Nutrition and Gender programming to potential donors and partners.

Human Resource management of staff under his or her care and in line with WV Policy is followed:

  • Ensure staff are appraised regularly and feedback mechanism in place and updated.

  • Develop capacity plans and ensure they are resourced.

  • Undertake Disciplinary measures when required.

Community Capacity development and enhanced collaboration:

  • Collaborate with local authorities and relevant user groups and management committees.

  • Work closely with local structures to facilitate the implementation and sustainability of Health & Nutrition interventions.


  • Master’s degree in public health/Nutrition/nursing or medicine, or a Bachelor’s Degree (in the same field) with significant experience.

  • Five years’ experience in health and nutrition programmes, at least three of which are in a management position.

  • Two years; or more of cross-cultural working experience.

  • At least one year in managing health and nutrition programmes in a humanitarian setting.

  • Demonstrable knowledge of humanitarian standards and practice standards in health and nutrition e.g. WHO and SPHERE standards.

  • Competent in end-user computer software.

  • Proven experience in proposal writing and project reporting.

  • Specific trainings on donor requirements e.g. DEC, g2g training, GoG Training, EuropeAid training and Security training.

  • Licensed practitioner (medical, nursing, public health or nutrition and dietetics board).

  • Effective in written and verbal communication in English.

Preferred Skills, Knowledge and Experience:

  • Strong diplomatic and interpersonal relationship skills; experience working with government officials at all levels.

  • Strong analytical skills and high level technical proficiency with Microsoft Word, Excel and PowerPoint, with ability to use these tools to collect and analyze immunization program data.

  • Good business-oriented verbal, visual and written communication skills.

  • Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically and internationally up to 10% of the time.
