Project Officer II - Health ( Dollow)

The Somalia program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somali National to fill the following vacancies. The successful candidates will be based in WV Dollow Office.

Project Officer II - Health (Dollow)

The position holder is responsible for overall smooth functioning of the community health units including the, Dolo MCH , TB clinic, awareness raising and contact tracing within Dolow and neighboring communities among high-risk and/or hard-to-reach populations. He/she will effect day-to-day support to Health interventions in Dolow and Luuq including technical assistance and on job training support to CHWs, TBAs, health extension workers and the nurses to ensure the smooth functionality of the health systems, ensure customer-friendly health care services is provided to the beneficiaries .

The officer will also oversee health promotion activities including liaison to facilitate referrals and patient follow ups .Ensure adequate availability of the various medical commodities including EPI supplies and cold chain maintenance at the facilities.

Major Responsibilities:

Support the day to day management of health and nutrition interventions in the districts

  • Act as health and nutrition liaison between community and WV health and nutrition interventions

  • Support planned health promotion initiatives including polio, hygiene, IYCF and EBF campaigns for positive behavior change communication.

  • Advocate for individuals diagnosed with Chronic diseases such as TB/HIV and follow up care to increase access to treatment and other issues they face coping with TB /HIV

  • Establish and maintain a community referral system including patient follow up and defaulter tracing, maintaining a data base and case files of such cases.

  • Lead community disease surveillance and reporting mechanism, including overseeing effective C-IMCI implementation

  • Prepare monthly reports of the project activities, relating project in puts with key project outputs and outcomes.

  • Work closely with the MOH Jubaland ,Health and Nutrition cluster and other humanitarian coordination mechanisms for effective coordination

  • Participate in local authority, health and community events to promote health awareness, ensure Health Champions receive suitable skills training and resources to support BCC

  • To document lessons learnt and good practices for future planning and alignment

  • Participate in health worker supervision , facility /intervention appraisal , providing feedback and mentoring

  • Actively promote principles of equal opportunities and challenge practices that undermine human dignity and health rights

Ensure effective functionality of the health posts and linkage with the Community Health Units CHWs, VHC, HEWs and the community beneficiaries

  • Provide technical assistance and On Job Training to CHWs, CHPs, HEWs and VHCs within the project sites

  • Oversee optimum functionality of the community health units /health posts and linkage with the MCHs/Health centers

  • Oversee consistent availability and timely reorder of essential medical supplies and tools within the health posts , establish a functional supplies management and accountability at the Primary health care units ,including consumption reporting

  • Ensure timely and accurate reporting of CHP/CHW /HEW activities in the prescribed reporting formats

  • Maintain a database of active Health units ,CHWs/HEWs ,VHCs,DHBs and maintain regular contact for coordination and information sharing purposes

  • Establish a community feedback and complaint mechanism

Effective storage, management and accountability of commodities

  • Ensure appropriate commodity movement tracking and accountability mechanisms at the facilities including drug consumption reporting and periodic case /register reviews

  • Oversee inventory of medical supplies, clean delivery kits ,mosquito nets and post distribution reports

  • Maintain and supervise consistent drug reorder level to ensure no stock outs and

  • Follow through and maintain inventory of all medical equipment and related assets ;

Drug store/ Warehouse management:

  • Support supply chain and logistics in management of the drug store, ensuring effective FIFO /FEFO.

  • Track and reconcile supply quantities and product expiry dates

  • Ensure medical supplies are stored and managed appropriately ,according to manufacturer requirements

Other Competencies/Attributes:

  • Must be compatible with WVI core values.

  • Must have good conduct with children

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Bachelors Degree in Nursing /Clinical officer with at least 3 years working experience in a similar role

  • Previous engagement in TB and HIV interventions desirable

  • NGO experience implementing community outreach interventions in resource poor settings

  • Demonstrate commitment to improving prioritized health outcomes.

  • Good social networking skills to facilitate strategic collaborations and referrals among other stakeholders within the region

  • Ability to monitor, write reports and evaluate services focusing on client satisfaction and continuous quality improvement

  • Self-motivated, able to prioritize and organize own workload to meet deadlines

  • Computer literacy, including word processing

  • An understanding of principles humanitarian health and nutrition interventions, health promotion ,networking and coordination

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field project sites

  • Travel: Considerable travel within Region

  • On call: occasionally may be required outside normal working hours
