Project Officer II - Health - Somaliland

Job Description

World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somaliland program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somaliland National to fill the following vacancy. The successful candidate will be based in  Burao, Somaliland.

Purpose of the position:

Effective implementation, coordination and supervision of health capacity building and support of primary health care services with the aim of improving the health & nutritional status of vulnerable groups in Somaliland.

Major Responsibilities: (Please define in output format – 1-10 things of what you expect to see as a result of this position)

Ensure effective implementation and coordination of project:

  • Aquant oneself and other stakeholders of the project in the project objectives and activities

  • Ensure all project activities are initiated as per the DIP and are implemented as per the acceptable standards set by World Vision

  • Ensure that all requests for procuremnet of inputs for the project are raised on time and followed with SC teams

  • Cooridinate with community leaders, district authorities and other stakeholders to mobilize communities to actively participate in project activties

  • Organize and facilitate workshopes and working group meetings at the community and ministry of health level.

Monitoring, Evaluation & Reporting:

  • Work with the project manager to ensure that all M&E systems for the project are in place

  • Ensure that other NGO partners and MOH have adequate understanding of the tools used for data collection and reporting and are submitting reports regularly

  • Ensure data collected from the field is analyzed, interpreted and used to monitor the progress of activities towards achieving the target indicators

  • Conduct regular (at least monthly) field visit to project implementation sites to monitor progress of activities and prepare field visit report with clear action plans

  • Work with the project manager in preparation of monthly, quarterly and annual internal reports

  • Work with the project Manager in preparation and submission of donor reports

  • Update ITT, PMIT and other project management tools on monthly basis

  • Participate and support project evaluations and related assessments

Capacity Building:

  • Closely work with MOH, other NGO partners and WV staff to prepare detailed training plan for the project duration

  • Organze and facilitate trainings as per the plan to build the capacity of the health service providers as per the quality expected

  • Ensure comprehensive report is produced for each of the trainings conducted and appopriately archived

  • Conduct post training assessment to evaluate the impact of the trainings in the quality of services

Finance and assets management, budget control and monitoring:

  • Work with Project manager in preparing detailed budget expenditure plan

  • Prepare and submit monthly cash forecast for the project and ensure availability of adequate funds

  • Submit business advance request with the necessary supporting documents to support the facilitation of training and other activities in the field

  • Ensure that business advances are accounted for within 3 days after training in completed

  • Work with the project manager in following up budget expenditure as per the project budget.

  • Ensure the accountability systems setup for all supplies and equipment donated to MOH and other NGO partners are closely monitored and adhered to

Represent WVS in the various forums

  • Represent WV in regional and central coordination meetings as required

  • Represent the project and present the activities of the project in Consortia meetings with MOH and members of the consortium

Other Competencies/Attributes:

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;

  • Must adhere to set security standards;

  • Ensure a gender perspective in the scope of work;

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Educational level required:

At least Diploma in Public Health, Nutrition or Nursing and five years of relevant experience or B.Sc. Degree in Public health, Nutrition or Nursing and 3 years’ experience.

Experience

  • At least five years of experience in managing health and nutrition projects in humanitarian setting

  • Experience in coordinating and conducting health and nutrition trainings and capacity building activities

  • Relevant experience and ability to manage projects in insecure environments

  • Fluent in English and Somali

  • Proficient in user of Microsoft office programs.
