The successful candidate will be based in WV Waajid Office.

Monitoring & Evaluation Assistant I

The position holder will contribute to the implementation of project performance monitoring, evaluation and humanitarian accountability systems. The incumbent will promote understanding of M&E process to World Vision teams, partners, beneficiaries. Working closely with project teams, the position holder will implement tools to ensure beneficiaries are informed of project goal, implementation methodologies, beneficiary selection criteria, project timeline and entitlements. He/she will monitor adherence to World Vision/donor food assistance standards. The incumbent will contribute to assessment and baseline processes to promote quality design and to help measure impact.

Major Responsibilities:

Contribute to monitoring and evaluation tools implementation for tracking and measuring project performance:

  • Implement the project performance M&E tools to track indicators in line with the project Log frames, DIPs, ITTs, M&E Plans:

Support establishment of accountability mechanisms, ensuring they contribute to measurable improvement in community engagement, information-sharing, coordination, complaints and response handling:

  • Contribute to the establishment of Community Response Mechanisms (CRM):

  • Participate in community level HA assessment

  • Set-Up Community Feedback Mechanism at every FDP point;

  • Distribute appropriate HA tools and information materials to facilitate the functionality of CRMs initiated.

  • Contribute to the functioning of Community Response Mechanism (CRM):

  • Collect and report feedback from all CRMs established;

  • Relay WV responses to communities with WV in a timely manner;

  • Monitor the implementation of recommendations by project teams;

  • Consult regularly, formally/informally with beneficiaries and local community leaders concerning suitability of feedback mechanisms;

  • Work closely with field monitors to select, train and supervise the work of Community based feedback committees;

Working with project teams, inform beneficiaries of project implementation strategies, beneficiary selection criteria, project timeline and entitlements:

  • Working closely with project teams, implement specific project site information provision plans;

  • In support of project teams, prepare information materials, inclusive of translation, contextualization, and procurement;

  • Provide technical guidance to project teams/partners to implement information provision guidelines;

  • Develop and update a list of key project contacts;

Support assessment and baseline processes:

  • Coordinate all facets of assessment/baseline process:

  • Monitor data enumerators;

  • Coordinate logistics;

  • Inform key stakeholders;

  • Monitor and advise on security;

  • Mobilize communities;

  • Offer technical backstopping to survey teams;

  • Support data entry for analysis purposes;

  • Dissemination of assessment/baseline findings to appropriate stakeholders both internal and external:

  • Contextualize finding for different stakeholders;

  • Track actions taken by the different project stakeholders including project management, partner agencies and community leaders in addressing community issues highlighted;

Ensure timely, accurate reporting:

  • Working with A/M&E Officer, prepare and submit periodic monitoring reports to Food Assistance Officer in a timely manner:

    • Compile monthly narrative report

    • Draft Monthly Onsite Monitoring reports

    • Draft Market Based Food Security Monitoring reports,

    • Collect, enter data and draft report for the Post Distribution Monitoring report;

    • Draft CRM reporting on a monthly basis;

  • Collect data to update ITT and H-Account Database periodic basis;

  • Organize review meetings to inform project teams about issues identified and agree on the course of action;

  • Prepare and share monthly recommendation matrices and track action taken by the different project stakeholders including project Management, Donor, beneficiaries and community leaders, etc.

  • Track implementation of action plans at the field level;

  • Ensure proper filing of A/M&E data;

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

  • Must adhere to set security standards

  • Ensure a gender perspective in the scope of work

  • Perform other duties as required

  • Ability and willingness to learn new skills

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: Diploma (development field);

  • Technical Training qualifications desired: Basic M&E skills

  • Experience: 1-2 years of experience in data management, M&E

  • Other: computer skills

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 10% Domestic/international travel is required.

  • On call: Immediately
