World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. World Vision Somalia Program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somali Nationals to fill the following vacancies to be based in Dollow and Luuq Office.

Project Officer I – Accountability, Monitoring and Evaluation (2 positions)

The position holder will support Accountability, M&E (AM&E) functions for USAID/OFDA funded Food Security and Agriculture, WASH, Health & Nutrition projects. The incumbent will promote understanding of AM&E process to partners and beneficiaries. The position holder will assist project teams to develop and implement tools to ensure beneficiaries are informed of project goal, implementation methodologies, beneficiary selection criteria, project timeline, data collection and reporting. He/she will carry out routine monitoring and provide feedback informing managers for timely decision making. The incumbent will take lead in assessment and baseline processes to promote quality design and to help measure impact. With the support of the DM&E Manager, the position holder will work closely with implementing partners and Government’s engagement to ensure integration and mutual accountability. The position holder will allocate his/her times between Luuq and Wajid districts, project areas.

Major Responsibilities:

Ensure Accountability, monitoring and evaluation tools are developed shared with implementing partners for tracking and measurement of project performance:

  • Develop tools to mainstream accountability into project implementation, and track beneficiary complaints.

  • Guide project officers to implement monitoring tools in target communities;

  • Identify and document Most Significant Change stories on a quarterly basis;

  • Collect indicators data periodically and as agreed in the M&E plan

Ensure accountability mechanisms are in place and functional to achieve measurable improvement in community engagement, information-sharing, coordination, complaints and response handling:

  • Conduct community level assessments and recording complaints, receiving feedback, and providing feedback and responses to World Vision and partners;

  • Establish Community Feedback Mechanism; update cRM database on periodic basis.

  • Regularly informally and formally consult with Beneficiaries, non-beneficiaries, Government and other agencies to receive feedback on our programs, commitment and staff conduct;

Ensure beneficiaries are informed of project implementation strategies, beneficiary selection criteria, project timeline:

  • For district level program, develop and implement specific project site information provision plans;

  • Develop and update a list of key project beneficiaries;

  • Follow up and support quarterly and periodic reviews and planning workshops with beneficiaries ate village levels

  • Assess and report if project targeted beneficiaries and Government sector ministers are fully engaged into project management

Ensure quality and timely assessment and baseline and evaluations are conducted to support data collection of projects and measure impact:

  • Supervise data collections and monitor quality of data collection

  • Support survey teams and collate information for analysis

Ensure information sharing between World Vision, partners and community in support of integration, mutual accountability and good working relations:

  • Organize and lead joint monitoring and verification field visits among community groups and partners, facilitate panel discussions to allow sharing of field feedback.

  • Develop and share periodic reports: IPTT, field monitoring reports, and community feedbacks

  • Organize quarterly review meetings between World Vision project teams and Partners and prepare and share notes;

Ensure timely, accurate reporting from partners:

  • Prepare and submit periodic monitoring reports to the DM&E Lead and Project Managers in a timely manner:

  • Manage IPTT for monthly and quarterly reports

  • Capture success stories/ case studies for month and quarterly reports.

  • Post construction/ implementation monitoring and verification reports.

  • Organize review meetings to inform project teams about issues identified and agree on the course of action;

Qualifications: Education/Knowledge/Technical Skills and Experience

  • A minimum of a Bachelor degree in relevant technical field preferred (Monitoring & Evaluation, Agricultural Sciences/ Public health/Community development/ International relations)

  • Minimum 3 years experience in Monitoring and Evaluation and accountability with relevant community focus.

  • Demonstrates project cycle management skills, including ability to plan, track progress and match activity plans with budgets.

  • Demonstrates good interpersonal and communication skills, both verbal and written, as well as negotiation skills.

  • Should have good writing skills.

  • Experience in facilitating focus group discussions with local communities and reporting.

  • Demonstrates ability to work effectively with beneficiary communities, Government and other stakeholders.

  • Demonstrates computer skills with data analysis packages as SPSS, STATA, Excel, ACCESS,

  • Willing to travel: The position will require significant amounts of time in the field (out of office) supporting project teams.
