Monitoring & Evaluation Assistant I - Baidoa

Job Description

Purpose of the position:

The position holder will contribute to the implementation of project performance monitoring, evaluation and humanitarian accountability systems. The incumbent will promote understanding of M&E process to World Vision teams, partners, beneficiaries. Working closely with project teams, the position holder will implement tools to ensure beneficiaries are informed of project goal, implementation methodologies, beneficiary selection criteria, project timeline and entitlements. He/she will monitor adherence to World Vision/donor food assistance standards. The incumbent will contribute to assessment and baseline processes to promote quality design and to help measure impact.

Major Responsibilities:


  • Support establishment of accountability mechanisms, ensuring they contribute to measurable improvement in community engagement, information-sharing, coordination, complaints and response handling:

  • Participate in community level HA assessment

  • Set-Up Community Feedback Mechanisms in all project locations.

  • Distribute appropriate HA tools and information materials to facilitate the functionality of feedback mechanisms initiated.

  • Consult regularly, formally/informally with beneficiaries and local community leaders concerning suitability of feedback mechanisms;

  • Develop and update a list of key project contacts (Local leaders, elders, religious leaders, beneficiaries etc.)

  • Work closely with project team to select, train and supervise the work of Community based feedback committees

  • Develop and implement monthly accountability, M&E plans

Work with DME Officer and Project Managers to ensure all projects develop and implement

Accountability, M&E work plans.


  • Contribute to monitoring and evaluation tools implementation for tracking and measuring project performance:

  • Implement the project performance M&E tools to track indicators in line with the project Log frames, DIPs, ITTs, M&E Plans:

  • Collect data to update ITT and H-Account Database on a routine basis;

  • Conduct activity verification based on implementation reports shared by project officers

  • Collect data for documenting Most Significant Change stories on a quarterly basis;

  • Track implementation of action plans at the field level

  • Contribute to the functioning of Community feedback Mechanism:

  • Collect and report feedback from all CRMs established;

  • Relay WV responses to communities with WV in a timely manner;

  • Monitor the implementation of recommendations by project teams;


  • Working with project teams, inform beneficiaries of project implementation strategies, beneficiary selection criteria, project timeline and entitlements:

  • Working closely with project teams, implement specific project site information provision plans;

  • In support of project teams, prepare information materials, inclusive of translation, contextualization, and procurement;

  • Provide technical guidance to project teams/partners to implement information provision guidelines;


  • Support assessment and baseline processes:

  • Coordinate all facets of assessment/baseline/evaluation process:

  • Monitor data enumerators;

  • Coordinate logistics;

  • Inform key stakeholders;

  • Monitor and advise on security;

  • Mobilize communities;

  • Offer technical backstopping to survey teams;

  • Support data entry for analysis purposes;

  • Dissemination of assessment/baseline/evaluation findings to appropriate stakeholders both internal and external:

  • Contextualize finding for different stakeholders;

  • Track actions taken by the different project stakeholders including project management, partner agencies and community leaders in addressing community issues highlighted;


  • Ensure timely, accurate reporting:

  • Working with DM&E Officer, prepare and submit periodic monitoring reports to Project Managers in a timely manner:

  • Compile monthly narrative report

  • Draft Monthly Activity Monitoring reports

  • Draft CRM reports on a monthly basis;

  • Organize review meetings to inform project teams about issues identified and agree on the course of action;

  • Prepare and share monthly recommendation matrices and track action taken by the different project stakeholders including project Management, beneficiaries and community leaders, etc.

  • Ensure proper filing of A/M&E data;

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Diploma in monitoring & evaluation, statistic, community development or relevant field.

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

  • Professional certification in M&E will be added advantage

  • A minimum of 3 years’ experience in monitoring and evaluation

  • Past working experience working in humanitarian sector/organization preferred

  • Must demonstrate superior computer skills.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • On call: 24 hours
