Monitoing & Evaluation Assistant I - Waajid

Purpose of the position:

The position holder will support all research interventions and equally contribute to the implementation of World Vision Somalia program performance monitoring, evaluation and humanitarian accountability systems. The incumbent will support all field research processes and promote understanding of M&E processes to World Vision teams, partners and beneficiaries. Working closely with Design Monitoring and Evaluation Manager, the position holder will assist in field level planning, community mobilization and implementation of research and monitoring tools and ensure timely delivery of given assignments. The incumbent will equally contribute to assessment and baseline processes to promote quality design and to help measure impact.

  • Major Responsibilities

  • RESEARCH, EVALUATION & LEARNING

  • Support research and survey processes:

  • Dissemination of assessment/baseline/evaluation findings to appropriate stakeholders both internal and external:

  • Track actions taken by the different project stakeholders including project management, partner agencies and community leaders in addressing community issues highlighted

  • ; ASSESSMENT, DESIGN & PLANNING

  • Support establishment of accountability mechanisms, ensuring they contribute to measurable improvement in community engagement, information-sharing, coordination, complaints and response handling:

  • Consult regularly, formally/informally with beneficiaries and local community leaders concerning suitability of feedback mechanisms;

  • Work closely with project team to select, train and supervise the work of Community based feedback committees

  • Develop and implement monthly accountability, M&E plans

  • Work with DME Officer and Project Managers to ensure all projects develop and implement Accountability, M&E work plans.

IMPLEMENTATION MONITORING

  • Contribute to monitoring and evaluation tools implementation for tracking and measuring project performance:

  • Implement the project performance M&E tools to track indicators in line with the project Log frames, DIPs, ITTs, M&E Plans:

  • Collect data to update on a routine basis;

  • Conduct activity verification based on implementation reports shared by project officers

  • Collect data for documenting Most Significant Change stories on a quarterly basis;

  • Track implementation of action plans at the field level

  • Contribute to the functioning of Community feedback Mechanism:

  • Collect and report feedback from all CRMs established;

  • Relay WV responses to communities with WV in a timely manner;

  • Monitor the implementation of recommendations by project teams

INFORMATION PROVISION

  • Working with project teams, inform beneficiaries of project implementation strategies, beneficiary selection criteria, project timeline and entitlements:

  • Working closely with project teams, implement specific project site information provision plans;

  • In support of project teams, prepare information materials, inclusive of translation, contextualization, and procurement;

  • Provide technical guidance to project teams/partners to implement information provision guidelines;

REPORTING AND DOCUMENTATION

  • Ensure timely, accurate reporting:

  • Working with DM&E Manager, prepare and submit periodic activity monitoring reports to management:

  • Compile monthly narrative summary reports

  • Draft Monthly Activity Monitoring reports

  • Draft CRM reports on a monthly basis;

  • Organize review meetings to inform project teams about issues identified and agree on the course of action;

  • Prepare and share monthly recommendation matrices and track action taken by the different project stakeholders including project Management, beneficiaries and community leaders, etc.

  • Ensure proper filing of A/M&E data;

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Educational level required: Diploma (development field);

  • Technical Training qualifications desired: Basic M&E skills

  • Experience: 1-2 years of experience in data management, M&E

  • Other: computer skills

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 10% Domestic/international travel is required.

  • On call: 24 hours
