World Vision Somaliland Program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somaliland Residents to fill the following vacancies to be based in Hargeisa Office.
Under the general guidance of the Health Management Information System (HMIS) Officer, the Monitoring and Evaluation (M&E) Assistant will take the overall responsibility of the day-to-day implementation of the HMIS components in World Vision Somaliland (WVS) Health Projects in Somaliland. The candidate will be responsible for leading coordination of information management activities with the WVS and the Ministry of Health (MoH) staff at the health facilities and work closely with the district health management team; organize M&E activities and assist in management of monitoring information. This is aimed at supporting the delivery of high quality, effective health and nutrition program.
In collaboration with the HMIS Officer ensure effective start-up, management, implementation, monitoring, reporting and evaluation of project with reference to specific HMIS-M&E standards.
Provide in the job training to the staff on the HMIS data collection, data entry and facility reporting
Support the collection and review of health facilities data, identifying potential gaps and inconsistencies through supportive supervision to the selected health facilities, and quarterly data review and feedback meetings with facility staff and MoH counterparts (data management).
Participate in any consultative process around HMIS roll-out in collaboration with District and Regional HMIS Officers (collaborations).
Organize training on the HMIS system for medical and non-medical staff (capacity building).
Prepare and submit timely and regular reports to the Project Manager on the achievements and progress of the HMIS related data for the relevant projects.
Conduct regular assessments and reviews of HMIS/M&E activities of the project.
Support the development and implementation of clear, practical M&E plans.
Support health and nutrition outreach teams through regular meetings and on the job support to gather, collate and analyse monitoring data as well as to report on findings from the monitoring activities.
Participate in the development of templates and guidelines for data gathering, collation and reporting in liaison with the HMIS Officer and Project Manager.
Coordinate and share learnings related to M&E practices at the health facilities and community levels.
Provide support in establishing and updating an M&E tracking database.
Participate in and coordinate the timely collection and analysis of all program performance data and success stories.
Information Management and Reporting
Set in place data quality audit criteria to ensure that data used for analysis is of high integrity. Therefore, provide day to day verifying data quality and ensure all data is input into database platform and analysed in an integrity manner.
Collate accurate and timely top-line output data from all health related projects and feed into the database.
Manage and update the filling system of the projects as per the WVS records management and M&E Policy.
Coordinate the production of progress reports as per the reporting schedules, in collaboration with the project teams.
Accountability, Communications and Training
Work with project teams to ensure information relating to WVS projects is shared widely within communities in which we are working and provide for their participation and feedback in line with the relevant guidelines and frameworks
Facilitate the M&E meetings and share M&E guidance and deliver training and capacity building in order to ensure that monitoring activities are conducted effectively and according to agreed guidelines and procedures
Work with the project staff to ensure learning is shared to facilitate planning and project design.
Qualifications: Education/Knowledge/Technical Skills and Experience
Educational level required: A minimum of a University Degree in Health related field, Social Sciences, Statistics, Community Development, Development Studies, or any related field.
Technical Training qualifications required: Analysis using qualitative and/ quantitative methods including use of HMIS and quantitative techniques.
Professional technical skill desired: Knowledge of HMIS, health programming, the SPHERE standards, Humanitarian Accountability Partnerships; other international humanitarian standards and other capacity building skills.
Experience: A minimum 2 to 3 years’ experience in reporting position with Local or International NGOs.
Working knowledge of English, and Somali local language.
Computer literacy is required working knowledge of MS Word, Excel, Power point, statistical packages as Statistical Package for Social Scientists (SPSS).
