PURPOSE OF POSITION:

The Monitoring & Evalution (M&E) Manager will report to the Head of Quality Assurance, M&E and Knowledge Management (KM) for SomReP and will be responsible for the oversight and management of the overall workflow and quality of outputs of all assigned M&E staff under his or her direction. S/he will be responsible for the direct supervision of two M&E Officers and the quality and products of their work.

To develop, lead, and manage joint M&E framework for the Somalia Resilience Programme (SomReP) consortium. The M&E Manager will develop and implement an organization-wide strategy in design, monitoring and evaluation, including quality program development and reporting. The M&E Manager will work with the SomReP M&E Systems and Capacity Building Manager to ensure the provision of capacity building and coaching to program staff within the 7-consortium partner NGOs to help them move through the donor program/project cycle. In addition the M&E Manager will hold overall responsibility to ensure that all program data is collected efficiently, cleaned, uploaded to the data catalogue and harmonized with existing datasets. This data includes indicator monitoring and tracking data, annual resilience measurement data and other data specific to certain initiatives such as that required for Food Security and Nutrition Analysis Unit (FSNAU) assessments and the performance of Early Warning Early Action (EWEA) systems.

KEY RESPONSIBILITIES:

  • Under the strategic direction of the Head of QA, M&E and KM for SomReP, ensure maintenance of the Consortium M&E system including conducting reviews of progress against bench marks, facilitating consultations and trainings, and coordinating reviews and updates.

  • Hold overall responsibility for the maintenance and curation of the SomReP data catalogues, the dashboard and the framework for indicator tracking and monitoring (Kimetrica product).

  • Develop M&E guidance tools and procedures (including consultation with program staff to determine needs and appropriateness, draft documents, facilitating consultation on documents, and rolling out finalized products).

  • Promote the standardization of M&E processes throughout the SomReP Consortium, working with the SomReP M&E Systems and Capacity Building Manager to ensure the provision of training and support to Consortium members as needed.

  • Ensure M&E systems are geared towards donor and internal partnership reporting and take into account CHS (HAP) standards, and CWB outcomes/indicators.

  • Support the SomReP technical unit by providing data, advising on design requirements and supporting proposal developments and drafting reports.

  • Work with other members of the SomReP technical unit to ensure log frames, budgets and other project documentation are in accordance with donor and WV M&E formats and standards.

  • Enable SomReP to present key data at short notice to the media, donors and other stakeholder.

  • Responsible for management and delivery of all project M&E deliverables, including all elements of survey design, analysis and report writing. These products will include qualitative and quantitative survey tools, sample frameworks and reports for baselines and annual measurement surveys as well as routine indicator tracking outputs.

  • Work with the Head of QA, M&E and KM to develop a macro-level understanding of project objectives, donor expectations and management priorities with the overall objective of balancing staff workload, budget, timeline and resource management.

  • Manage project workflow for M&E officers and teams (if required), pro-actively work to align team capacities with project requirements.

  • Ensure that expectations of team members are established and work with the SomReP M&E Systems and Capacity Building Manager to ensure that their technical and project management capacity is adequate.

  • Ensure that performance reviews are conducted.

  • Identify outstanding staff and bring them to the attention of the SomReP Head of QA, M&E and KM.

  • Mentor the M&E officers and project officers on project management tasks including planning, coordination, budgeting, etc.

  • Mentor the M&E officers and project officers on technical research skills including tool development, scripting, sampling, data cleaning, quality assurance, data analysis and report writing.

  • Support other departments in the implementation of assigned projects as needed, to include proposal development and report writing.

  • Other tasks as required.

KNOWLEDGE, SKILLS & ABILITIES:

  • University degree preferably in statistics, ICT or other relevant discipline.

  • Experience in design, development and maintenance of XLS-Forms for use in Open Data Kit (ODK).

  • Experience in training and support to data collectors, particularly ODK Collect users.

  • Excellent working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS Access, MS Excel, STATA and SPSS.

  • Fluency in Word is essential, as well as advanced use of PowerPoint and Excel.

  • Advanced knowledge and experience of standard Monitoring and Evaluation procedures and tools.

  • Experience in use of large datasets for data analysis and reporting.

  • Experience in use of Business Intelligence tools, QlickView and QlickSense and management dashboards.

  • Excellent interpersonal, written and verbal communication skills.

  • Strong analysis skills (qualitative and quantitative).

  • Excellent one to one and group communication /information presentation skills.

  • Experience in training and capacity building in M&E mechanisms at various project levels.

  • Good understanding of various donors’ requirements.

  • Experience in designing and leading on specific development research projects.

  • Some experience with project design and management would be considered an asset.

  • Goal oriented with ability to work under pressure, independently and with limited supervision.
