Project Coordinator - Waajid (1 position) & Luuq (1 position)

World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somalia program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somali National to fill the following vacancies. The successful candidates will be based in WV Waajid Office and WV Luuq Office respectively.

Project Coordinator – Waajid (1 position) & Luuq (1 position)

To coordinate planning, implementation, monitoring and community and donor relations for a portfolio of grants within a World Vision Program Area of Operations (PAOO). The position holders will manage field-level teams to provide operational, programmatic, financial and security support to ensure effective, accountable and safe implementation of World Vision projects. The position holders will promote resilience at community level, coordinating integration of projects across sectors. The position holders will provide support for the development of community driven programming through assessments, design, monitoring, evaluation and joint-planning of projects. The positions will spearhead external engagement with relevant local leaders, government ministries, INGO/NGOs to promote coordination and cooperation, taking leadership roles when appropriate. The position holders will actively promote portfolio growth, assisting in assessments, developing concept notes, forming alliances with INGO/NGO and government agencies, and meeting with potential donors as required

Major Responsibilities:

Ensure Operational Effectiveness

  • Coordinate a portfolio of multi-sector grants, fostering integration to enhance resilience and promote cost effectiveness;

  • Manage a team of support sector, HAP/DM&E and security staff members to facilitate assessment, implementation, monitoring, and evaluation of projects in Area Rehabilitation (ARP) zones and Humanitarian Emergency Affairs (HEA) areas of operations;

  • Lead regular team meetings for joint planning and information sharing purposes;

  • Ensure national office systems, guidelines, policies and strategic initiatives are communicated, understood and in-use by staff members;

  • Provide logistical, financial, security and representational support for World Vision’s three pillars: PDU, Global Fund, and SomRep initiatives;

  • Foster a culture of trust and mutual respect, actively engaging National Office, Regional Office, partners in planning, management and decision making;

  • Promote TEECAP values of teamwork, excellence, execution and accountability for effective ministry;

Coordinate Assessment, Planning, Implementation and Monitoring;

  • In close collaboration with Finance and Support Service Manager/Regional Accountant prepare budgets and resource plans to ensure operational effectiveness at field office level;

  • Ensure projects within your portfolio contribute towards the sustainability of field office structures;

  • Promote integrated programming through active involvement in program and proposal development;

  • Ensure timely submission of project and program reports to stakeholders;

  • Promote adherence to key humanitarian standards and sector standards;

  • Translate National Office Strategy to ground level realities;

  • Promote TEECAP values of passion, excellence and (mutual) accountability in the realms of design and planning.

Foster Internal and External Engagement;

  • Lead engagement with community, government, donor and coordination mechanism;

  • Spearhead engagement with other agencies to promote better coordination, joint-action and partnership;

  • Ensure information-sharing mechanisms such as 4Ws, cluster reports, MMRs are updated and shared with relevant stakeholder;

  • Promote WV leadership at key government and coordination mechanisms;

  • Develop networks with community members, government officials, LNGO/INGOs to enable World Vision to leverage a collective voice in favour of children and their families, communities and partners;

  • Represent WV’s three strategic pillars: PDU, SomRep, and Global Fund with government, partners and coordination mechanisms;

  • Develop marketing and promotional materials to increase awareness of field level programs for fund-raising and profile enhancing purposes;

Promote Audit Compliance and Good Stewardship;

  • Spearhead WV policies and procedures- ensuring they are in place, understood and in use at field level;

  • Manage a field level budget with signing authority of 3,000 USD to facilitate logistics, administration, and security in support of World Vision operations;

  • Ensure compliance with donor and support office requirements, especially the timely, accurate preparation of financial paperwork;

  • Working closely with the Finance and Support Services, develop budgets, monitor budgets and ensure value for money;

  • Implement compliance mechanisms, ensuring audit recommendations are addressed fully and in a timely manner;

  • Spearhead risk planning through the preparation of Risk Registers and MWRAPs and the implementation of mitigation measures;

  • Identify and correct challenges which impact audit compliance and risk profile;

  • Cultivate and atmosphere of good stewardship, discretion, and accountable ministry;

Staff Management and Capacity Building;

  • Ensure P&C policy and procedures are in place, understood, and in use;

  • Manage a team of support sector, DM&E, and security staff members to ensure effective ministry;

  • Utilize performance management process and tools to promote a culture of performance (Performance Agreements, Performance Reviews and PIPs);

  • Mentor new staff to understand their roles and responsibilities;

  • Develop staff capacity building plans and budget training needs in grants;

  • Implement performance management mechanisms, ensuring good participation and quality results to promote staff engagement and a culture of excellence;

  • Ensure staff grievances and disciplinary action are addressed in a timely manner in alignment with WV policy;

Ensure Safe and Secure Working Environment;

  • Ensure security mitigation measures in-place and in-use;

  • Undertake timely, accurate security context monitoring;

  • Ensure adherence to Core Security Requirements (CSR);

  • Develop security plans, inclusive of budgets to ensure timely implementation of security recommendations;

  • Promote a culture of security awareness and risk reduction among staff;


  • Carry out additional responsibilities as assigned by the Operations Manager;

  • Provide a framework for the development and practice of Interfaith Initiatives among staff;

Other Competencies/Attributes:

  • Able to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

  • Excellent English communication skills (oral and written).

  • Proven organizational skills and time management.

  • Must have clear understanding of working of major donors, including LEAP tools for WV private donors.

  • Must be a team player

  • A person of high moral and ethical standards

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Education: Bachelors degree in Developmental Studies from an accredited university

  • Technical Training qualifications required: Professional technical skill desired- especially in the realms of community engagement and project-cycle management

  • Financial management (Non-Finance mangers.)

  • Experience: 2-4 years of experience in Relief and Development work

  • Ability to communicate well in written and spoken English.

Working Environment / Conditions:

  • Work environment: Field based under difficult and complex emergencies

  • On call: 24hours.
