Project Manager – Food and Cash Assistance
PURPOSE OF POSITION:
Providing cash/Voucher to populations affected by an emergency has grown in recent years as a means to help both people and markets recover. Rather than substituting markets through the provision of free goods, World Vision Somalia is integrating cash/Vouchers into its programming, providing households with the ability to buy what’s needed, while supporting markets to recover through an injection of capital.
The project manager will be responsible for providing the leadership for implementation of WFP and FFP grants to be implemented in Somaliland. Working under the leadership of Operations Manager and guidance of the Food and Cash Assistance manager, the project manager will provide supervision to key staff responsible for implementing the various components of these projects and work closely with the Technical Advisor responsible for Resilience and Livelihood
Lead/facilitate the Food and Cash based Response across Livelihoods and Resilience Sectors:
Undertake market/trader assessments with focus to understand how well markets are operating and if the market/trader can supply each sectors product specification list (by district / location).
Work with financial / technical sectors to ensure safe / efficient payments are made using vouchers and/or local banking systems.
General Project Management:
Manage officers that are responsible for GIK, food and Cash transfer implementation in their designated operation areas.
Participate in the assessment of community needs and resources, collection of base line data to assist in project implementation.
Following the agreed upon plan of action, implement the program to schedule, reporting any delays and deviations and troubleshoot as is appropriate.
Initiate and manage the beneficiary registration and verification processes.
Ensure payment of cash/vouchers to participants are accurate and according to the criteria.
Supervise activities of implementing partners and advice on specific partner capacity development plans with Partners Capacity coordinator.
Develop Technical guidelines to support activities implementation.
Develop guidelines to monitor quality implementation.
Plan and monitor all field activities, i.e. appointments, meetings, cash / voucher distributions, monitoring and beneficiary follow-ups.
Ensure that vendors are selected as per the agreed criteria.
Facilitate installation and maintenance of data management systems – CTS, LMMS and NTS and ensure that the responsible staff are adequately trained and supervised.
Ensure Gifts in Kind (GIK) are utilized as per the standard operating procedures.
Coordinate with M&E team to act on monitoring recommendations for Food, Cash and GIK interventions.
Work closely with the Operations Managers to ensure timely procurement and delivery of project resources. Ensure accurate paperwork is provided for processing.
Documentation and Reporting:
Ensure proper documentation of project processes is upheld, i.e. distribution plans, beneficiary lists, voucher requisition, distribution reports, working with all stakeholders.
Prepare and submit timely and period reports (monthly, quarterly), management reports, and other reports as needed.
All information, data and reports generated in this project belong to WVI. Therefore it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.
File all contracts and agreement with communities.
Under the guidance of AM&E Coordinator, establish the Complaints response mechanisms (CRM) at community level.
Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.
Other related duties
Communicate with the community and other stakeholders the objectives of the Cash/Voucher Transfer Project.
Provide accurate financial acquittals of Cash and Travel advances.
Supervise project staff, organize training and provide operational leadership.
Work with grant accountant to monitor, control and evaluate budget and actual expenditures, on a monthly basis and strictly adhere to WVI financial policies and procedures.
Liaise with Government and other stakeholders and represent World Vision in the area of project implementation.
Attend periodic operational, staff and other meetings at district and national level, representing the organization.
Participate in the evaluation of the project interventions.
Network with other projects, non-governmental organizations (NGOs) and key agencies in the project area to prevent duplication and to enhance project quality, innovation and sustainability.
Provide support or participate in the monitoring activities schedule by the M&E team.
Any other duties as designated by Supervisor.
KNOWLEDGE, SKILLS AND ABILITIES:
A degree in economics, agriculture or other relevant field preferred; or the equivalent combination of education and experience in a related area.
5-6 years in food and cash assistance programming, 3 of which should be in management.
Good theoretical and working knowledge of Cash/Food -voucher Programming.
Good working knowledge of WFP, USAID, EU, CIDA and other food resource donor guidelines.
Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach, results-based management, most significant change etc...)
An understanding of labour based interventions (CFA/FFA).
Understanding of basic economics i.e. elasticity of demand and supply and substitution effects.
Ability to articulate the disincentive hypothesis as it relates to food assistance and the possible interactions between food and markets (labour and commodity).
A clear appreciation of coping mechanism and strategies.
Analytical and systematic in approach, yet able to think and act strategically.
Experience in Project Management.
Proven skills in process and group facilitation, training and capacity building.
Fluency in English is essential.
Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
Must adhere to set security standards.
Ensure a gender perspective in the scope of work.
Perform other duties as required.
Office based environment with frequent travel to project field sites.
Available to represent WV Somalia at critical functions and moments as needed.
On call to serve on emergency and crisis response team and.
Available to serve on WV Somalia Senior Management and other teams and working groups as required.
