Security Coordinator - Puntland

The position holder will assist the Operations Manager and Security Advisor to keep abreast of the security environment, drafting regular security updates as required. The incumbent will develop Security Risk Assessments (SRA) and Core Security Requirements (CSR), updating them as required. The position-holder will advise operation teams on the feasibility of implementation approaches given the prevailing security context. Regularly assess implementation of CSR in field locations.
Assist the Operations Manager to ensure compliance with CSR, developing implementation plans for security enhancements, undertaking routine drills/trainings and controlling inventory and state-of-readiness of security assets.
Plan and implement security training for staff and implementing partners. To provide on-going support to Operations Manager in the promotion of security awareness.
Ensure up to date and relevant context monitoring/reporting
Supports Security Advisor in developing country wide SRA, CRR, Security and contingency plans;
Develops Security Risk Assessment (SRA), Security Plan, Contingency plan, Security briefing for visitors for his primary duty station- Puntland
Submits Weekly Security Report for Puntland
Prepares security orientation briefing documents and ensures all in-coming staff and visitors are briefed upon arrival.
Provides analysis of security environment, advising management on its impact to World Vision current and planned implementation;
Facilitates training on Security Incident Reporting, monitoring and tracking incidents for analysis purposes;
Participate in security information sharing forums at the field level, providing updates as required and sharing meeting notes with Operations Manager and Security Advisor;
Coordinate security information and joint action with other relevant actors regarding security related issues.
Ensure a safe and security aware working environment
Conducts assessments of compliance of the programs with WVI Core Security Requirements and monitors implementation of the approved risk prevention and mitigation measures
Monitors guard-force performance, ensuring SOPs, schedules, etc are adhered to;
Working with Ops Manager to ensure security related assets and supplies are in-place, inventoried, functional and in good state (HF/VHF Equipment, QRB, fire alarms, protective equipment, emergency food & water.);
Plan, and implement security enhancement plans;
Ensures awareness of Core Security Requirements and adherence to security related plans:
Spearheads implementation of Security Evacuation and Contingency Plans in close collaboration with Ops Manager, P&C and Security Advisor;
Advise Operations Manager on minimum Security SOPs to ensure WV operations align with minimum Security Guidelines established by OCS and articulated in Core Security Requirements;
Promotes of security awareness among national and international staff in support of programs through periodic training and on-the-job advice;
Qualifications: Education/Knowledge/Technical Skills and Experience
Minimum of a Bachelor’s degree in a relevant field;
Minimum of 5 years of experience in a job that requires security analysis and/or extensive interaction with government/security stakeholders;
Should have security training certification.
Security Officer working experience with an international humanitarian organization will be an added advantage.
Good communication skills and demonstrates good report writing skills.
Demonstrates past experience working with various government line ministries.
Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field
Travel: 10% Domestic/international travel is required.
On call: 24 hours
