Project Officer II - Hygiene Promotion & Behavior Change

Job Description

Purpose of the position:

To provide continuous promotion of water quality, hygiene and sanitation standards through campaigns, meetings and community mobilization.

Major Responsibilities:

Programme implementation-Work planning and implementation:

  • Support the planning of WASH sanitation projects using appropriate approaches

  • Prepare contract documents for specialist support services for sanitation development

  • Support LGUs to develop appropriate enabling environments for sanitation development

  • Provide information on the procurement needs for sanitation development to WV support team (logistics, finance) for a procurement plan in accordance with the program and project work plans.

  • Prepare requisitions for project materials and equipment in a timely manner to fit the project work plan and procurement plan for approval by the WASH Specialist and other responsible staff.

  • Liaise closely with the other components of sanitation and hygiene promotion and the water supply teams throughout the planning, design and implementation stages.

  • Support the development and implementation of Disaster Risk Reduction and contingency planning related to sanitation with local authorities.

  • Ensure that mainstreaming and integration of gender, HIV/SIDA, protection issues and disability, age and other vulnerabilities are considered and integrated in project work plans.

Project development:

  • Conduct campaigns to inform potential beneficiary communities about the sanitation approaches and the process for communities and households to request support

  • Support the process for selection of communities according to criteria

  • Conduct feasibility surveys and research covering social, institutional and financial aspects as well as technical possibilities

  • Carry out feasibility and detailed surveys and prepare designs and estimates for sanitation projects


  • Prepare progress reports of activities

  • Maintain records of activity inputs, outputs and outcomes and other monitoring data, including the use of databases

  • Report regularly, orally and in writing to the WASH project specialist in accordance with procedures and formats

  • Provide special reports if and when requested

Coordination and Representation

  • Represent WV to other NGO’s, agencies and Government authorities and in local coordination meetings where requested

  • Provide information on sanitation activities for WV’s regular update of the WASH Cluster’s 4Ws of WASH activities in the geographic area and any other information required.

Emergency response

On occasions, it may be necessary to reassign the WASH project Officer: Sanitation to support the response to other emergencies. This will generally be at a similar level to this post.

  • Assess emergency needs, as requested, especially taking in the broader perspective of Public Health.

  • Carry out duties in implementation of emergency response as directed

Qualifications: Education/Knowledge/Technical Skills and Experience:

  1. A Bachelor’s Degree in Public health or a related study.

  2. Minimum 3 years’ experience in a development or emergency context in appropriate water supplies, sanitation and hygiene promotion.

  3. Past experience working in an emergency relief programmes is an added advantage.

  4. Demonstrate good knowledge and understanding of the public health needs of rural and urban communities

  5. Training and practical experience in design for behavior change (DBC) framework, will be an added advantage

  6. Must demonstrated good analytical and report writing skills.

  7. Demonstrate diplomacy, tact and administrative skills working with senior government officials and managerial teams.

  8. Demonstrates well-developed interpersonal skills, team skills, excellent communication skills, both verbal and written, as well as negotiation skills;

  9. Demonstrate proven ability to be flexible in demanding situations.

  10. Commitment to humanitarian principles and action, and to WV’s equal opportunity and gender policies.

Working Environment / Conditions:

  • Work environment: Field–based;

  • Travel: 100% Domestic travel is required.
