Sanitation & Hygine Promotion Officer - III - Luuq

Job Description

Purpose of the position:

To provide continuous promotion of water quality, hygiene and sanitation standards through campaigns, meetings and community mobilization.

Major Responsibilities:

  1. Make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team.

  2. Ensure effective communication largely with internal staff, but also with some external contacts and target audiences to support operational work.

  3. Analyze internal and external communication of the locally relevant context to inform appropriate planning.

  4. Supervise the work of contractors, partners and junior staff often in area of own specialization.

  5. Contribute to project/ programme budget planning and monitoring

  6. Ensure the effective planning and delivery of projects and / or defined areas of programme, including working with partners

  7. Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge

  8. Simplify complex programmatic technical information to make it accessible and useable by non-specialist within a defined area

  9. Participate in negotiation and representation with local authorities

  10. Develop a shared analysis of local issues, contacts and key players.

Key Outputs/Responsibilities (Accountabilities and results)

Project development:

  • Conduct campaigns to inform potential beneficiary communities about the sanitation approaches and the process for communities and households to request support

  • Support the process for selection of communities according to criteria

  • Conduct feasibility surveys and research covering social, institutional and financial aspects as well as technical possibilities

  • Carry out feasibility and detailed surveys and prepare designs and estimates for sanitation projects

Programme implementation-Work planning and implementation:

  • Support the planning of WASH sanitation projects using appropriate approaches

  • Prepare contract documents for specialist support services for sanitation development

  • Support LGUs to develop appropriate enabling environments for sanitation development

  • Provide information on the procurement needs for sanitation development to WV support team (logistics, finance) for a procurement plan in accordance with the program and project work plans.

  • Prepare requisitions for project materials and equipment in a timely manner to fit the project work plan and procurement plan for approval by the WASH Specialist and other responsible staff.

  • Liaise closely with the other components of sanitation and hygiene promotion and the water supply teams throughout the planning, design and implementation stages.

  • Support the development and implementation of Disaster Risk Reduction and contingency planning related to sanitation with local authorities.

  • Ensure that mainstreaming and integration of gender, HIV/SIDA, protection issues and disability, age and other vulnerabilities are considered and integrated in project work plans.

Reporting

  • Prepare progress reports of activities

  • Maintain records of activity inputs, outputs and outcomes and other monitoring data, including the use of databases

  • Report regularly, orally and in writing to the WASH project specialist in accordance with procedures and formats

  • Provide special reports if and when requested

Coordination and Representation

  • Represent WV to other NGO’s, agencies and Government authorities and in local coordination meetings where requested

  • Provide information on sanitation activities for WV’s regular update of the WASH Cluster’s 4Ws of WASH activities in the geographic area and any other information required.

Emergency response

  • On occasions, it may be necessary to reassign the WASH project Officer: Sanitation to support the response to other emergencies. This will generally be at a similar level to this post.

  • Assess emergency needs, as requested, especially taking in the broader perspective of Public Health.

  • Carry out duties in implementation of emergency response as directed

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;

  • Ensure a gender perspective in the scope of work;

Qualifications: Education/Knowledge/Technical Skills and Experience:

  1. Education/Knowledge/Technical Skills and Experience. Technical background in public health promotion and sanitation with a first or higher degree in a relevant subject (social development, health, or other applied discipline).

    Experience could substitute for a formal qualification, but not vice versa.

  2. Practical experience in a development or emergency context in appropriate water supplies, sanitation and hygiene promotion. It is desirable that some of this should have been in emergency relief programmes.

  3. The post holder should have a good understanding of the public health needs of poor rural and urban communities and of appropriate ways of tackling them. The post holder must be aware of and sensitive to the particular needs of women in this context.

  4. The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.

  5. Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people.

  6. Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.

  7. Good written and spoken English is essential.

  8. Sympathy with the aims and objectives of World Vision.

Working Environment / Conditions:

  • Work environment: Field–based; (This position is based in Luuq)

  • Travel: 100% Domestic travel is required.
