WASH and Infrastructure Officer - Puntland

World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somalia program wishes to invite applications from highly competent dynamic, self driven and results oriented Somali National to fill the following vacancy. The successful candidate will be based in WV Office, Garowe, Puntland.

WASH and Infrastructure Officer- Puntland.

Purpose of the position:

  • To provide supervision and technical assistance to project staffs for the assessment, design, monitoring and implementation of WASH projects and all infrastructure related projects across sectors with in operational areas in Puntland.

  • To prepare and submit monthly, quarterly and annually project progress reporting, monthly management reporting and planning.

  • Prepare detail engineering design and tender documents for WASH and infrastructure projects such as water supply pipeline, storage, and treatment and distribution system for water supply projects, latrines/sanitation infrastructures, schools, health facilities, rain water harvesting structures, dams, etc.

  • Develop design plans, working drawings, technical specifications, and bill of quantities as per approved standards by respective clusters or any other institution as required for all construction works outlined on the project design for the said projects using AutoCAD or similar drafting computer software.

Major Responsibilities:

Assessment

  • Liaise with all stake holders in conducting periodic assessment and baseline studies

  • Analyze context analysis of field realities and operational environment with the view to advocate for maximum stakeholder participation

  • Solicit innovative ideas of implementing sustainable and appropriate safe water and sanitation solutions.

  • Discuss with the community and local authorities and make recommendations on innovative ways that beneficiary communities should adopt for improved management and sustainability of community water and sanitation facilities.

Project implementation

  • Coordinate and supervise construction works at all water, sanitation, education, health facilities and other infrastructure related projects (Earth dams, Sand dams, institutional latrines, Household latrines, shallow wells, Water pans, boreholes, schools, health facilities, etc.)

  • Prepare project documentation including bills of quantities, detailed implementation work plans for planned activities, procurement plans and requisitions for required materials to be procured for attention of the immediate supervisor

  • Manage all contract administrative issues by closely working with supply chain department.

Project Monitoring

  • Follow up, inspect and ensure project materials are delivered measure to specified deliveries at field level in timely way.

  • Activities which are implemented by contractors are monitored for quality assurance

Information documentation and reporting

  • Preparation of end of month narrative progress reports for activities undertaken,

  • Preparation of monthly work plans & Cash projections, MMRs, etc.

  • Conduct assessment and case studies related to WASH and infrastructure projects.

Evaluation

  • Actively participate in by involving stake holders and partners in evaluation of past project

Document Impact, Sustainability and best practices for WASH and infrastructure related projects in the area for learning, sharing and future replication

Qualifications: Education/Knowledge/Technical Skills and Experience

Other Competencies/Attributes:

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

  • Must adhere to set security standards

  • Ensure a gender perspective in the scope of work

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: Bachelor degree in Civil Engineering, Water Engineering, Building Construction and or related field.

  • Technical Training qualifications required: Skills in auto cad, Water Cad/and or EPANET.

  • Experience: 3 years of experience in Project implementation preferably water and sanitation or/ infrastructure.

  • Others :

  • Proficiency in using computer software e. g MS office and internet.

  • Fluency in Somali language and English is needed

Working Environment / Conditions:

  • Work environment: Field –based

  • Travel: 100% Domestic travel is required.
