Senior Field Finance Officer

Job Description

*Position location to be based in either South Africa or Kenya where WVI is registered to operate. Candidates must be legally authorised to work in South Africa or Kenya.

PURPOSE OF POSITION:

Lead the provision of Food Assistance’s financial oversight of food assistance in the NOs by ensuring acceptable standards, accountability and integrity in financial management are sustained. The position is required to Provide direct support to National Offices and Regional Offices in the management of financial processes in food assistance with emphasis on the efficient implementation of systems and standards that result to timely close out of projects, prevention of under and over spending, timely Commodity Summary Statement (CSS) and reports for ensuring income is recognized by WV at the right time.

KEY RESPONSIBILITIES:

Oversight of financial accountability and reporting.

In collaboration with Support Offices and Regional Offices:

  • Monitor and support the National Offices in ensuring that the food financial systems are in place.

  • Ensure National Offices are monitoring their spending against budget commitments so that spending is aligned to commitments.

  • Support National Offices in year-end closing and reporting processes including booking of commodities at year end.

  • Support National Offices with end of project reports to Support Offices.

Capacity Building:

  • Provide training to selected NOs (at least 2 in a year) on food assistance financial reporting.

  • Mentor/support the NO Finance manager in the area of CSS posting, Land Transportation Storage and Handling (LTSH) SA, the Food Grants Database (FGDB) functions related to finance.

  • Access the support of the Regional Finance in training NO staff on project close outs and expenditure monitoring after a thorough needs assessment on food finance.

  • Work with the PDAs and FPAs in supporting on line training of NO staff using the FPMG finance e-learning training module.

  • Provide training and orientation the new Support Office Finance Officers on Food Assistance Finance accounting.

Financial Systems and Processes:

  • Support National Offices to align their budgets with the Cost Allocation Management (CAM) Policy and LEAP budgeting guidelines.

  • Coordinate with Support Offices and National Offices in implementing Multilateral Tracking System.

  • Raise with Global Grants Compliance Units (GGCU) any field issue that needs to be updated in the WVI Finance Manual and/or to be formalized into WVI Finance policy or procedures.

Risk Management:

  • Work with Food Programming Advisors and Regional Finance teams to identify and reduce risks associated with financial management of food assistance programs.

  • Alert FPMG leadership about risk in the National Offices on finance.

  • Provide information to the direct supervisor to enable him/her to present issues to the Risk Management Committee for action.

  • Provide support to NOs on the implementation of audit recommendations.

Networking:

  • Active member of the Global Grants Community

  • Provide advice and support to the FPMG Ops Director on financial implication of decisions.

  • Participate in the Finance Interest Group discussions and be the lead person in the implementation of the agreed action points.

KNOWLEDGE, SKILLS & ABILITIES:

  • A Bachelor’s degree in Accounting, Commerce or Business Administration.

  • 5 years experiences in WV finance, including 2years working experience in Grants finance.

  • 1 year experience in training, mentoring and or coaching.

  • Good written and oral communication skills.

  • Able to work in a cross-cultural environment with a multi-national staff.

  • A committed Christian, able to stand above denominational diversities.

Preferred:

  • Finance and accounting skills

  • Knowledge of government grant regulations and financial reporting.

  • Strong attention to detail with a willingness to follow issues through to resolution.

  • Proficiency with Excel is required.

  • Well organized with an appreciation of meeting reporting commitments.

  • Willingness to continuously develop skills and knowledge to remain current with diverse donor funding developments.

  • Field experiences in the area of Finance.

Travel/Work Environment:

  • The position requires ability and willingness to travel domestically and internationally up to 50% of the time.
