Operations Director, South Sudan
PURPOSE OF POSITION:
To lead, develop, direct and manage all aspects of World Vision’s Programmes in South Sudan ensuring that the ministry achieves optimum impact on child well-being as well as attain organizational Vision, Mission and Core Values. The Director ensures that World Vision South Sudan upholds the integrated focus of the organization’s ministry which is child focused, Christian, and community based, and that it complements the plans of the Government of South Sudan. He/ She ensures that WV South Sudan is accountable to all partners and that all work is of the highest standard, cost effective and adheres to standards and policies of World Vision International.
The Operations Director will assist the National Director in overall coordination, implementation and supervision of all resources and operations. Key areas include staff capacity building, monitoring, technical soundness, oversight of programme activities and reporting.
Provide leadership, support and coordination in the implementation of ongoing grants and other special projects.
Develop national operation plan ensuring that it is in accordance with national and global strategies and provide thought leadership to the process of National Office strategy and program design.
Ensure that the national office strategy is ambitious, relevant to community and country context and aligned to WVI regional and global strategy.
Ensure WV South Sudan projects and programs are demonstrating progress towards strategic objectives and Child Well Being targets. Promote innovation among the Operations team to maximize ministry growth and impact.
In collaboration with the National Director, develop and maintain productive and effective relationships with the Support Offices, the Regional Office and the Global Centre.
In collaboration with Program Development and Quality Assurance (PDQA) Director, maintain functional relationships with World Vision Support Offices and bilateral/multilateral donors to strengthen the portfolio of public and private funding.
Network with leaders of other local and international NGOs to position World Vision for coordinated program implementation.
Work with project staff and directors of other departments (Finance, HR, Administration, Supply Chain) to ensure smooth implementation of programs.
Lead project staff to ensure timely and effective implementation of programs.
Ensure that programs are aligned with World Vision Child Well-being Outcomes and demonstrating progress towards targets.
Establish a program profile that responds holistically to pressing needs of communities across a priority geographical locations in South Sudan.
Work with Quality Assurance teams to ensure that projects effectively address the priorities and needs.
Ensure integration of all programs/projects, specifically in the priority areas of Food Security, Health and Child Protection.
Ensure integration of cross-cutting themes of Environment and Gender in all projects.
Develop strategies for working with local CSOs.
Work with the PDQA Director and team to:
Provide relevant data and identification of needs to facilitate a stable funding stream to zones, projects and programs.
Ensure that all grant and special projects uphold high accountability standards to donors.
Staff Capacity and Performance Management:
Recruit strong managers to coordinate the integration of programming at the zonal level.
Ensure the timely recruitment of high caliber project staff for new projects.
Ensure that National Office strategy is understood by all teams implementing projects.
Champion mentorship to and by international staff and professional development of local personnel to ensure program quality excellence.
Provide an environment where teams can be innovative and share experiences and best practices.
Establish a culture of accountability for programmatic and financial management, by providing staff with the tools and standards for performance management.
In coordination with Human Resources, provide leadership and support to the Operations Management Team to ensure effective management of their teams.
KNOWLEDGE,SKILLS & ABILITIES:
Bachelors’ Degree in rural development, agricultural sciences, social sciences or other development related field.
A minimum of 10 years of experience in relief and development work preferably within World Vision.
At least two years senior management experience or middle level management experience.
Proficiency in the English Language.
A mature Christian with evidence of mature faith.
Evident vision and passion for the poor.
Skills in project management, design monitoring and evaluation.
Master’s degree in a development related field.
Management experience in an organization with at least 500 national and international staff.
Must have people management skills with ability to lead inspire and mentor subordinates to achieve highest results.
The position requires a systems thinker an analytical and critical thinker capable of questioning assumptions and proposing suitable and practical solutions.
