This position is required to provide strategic financial input to South Sudan Strategy in line with Promise 2030. To implement financial policies in such areas as, but not limited to: budget, cash management and forecasting, funding by donors (especially Governments & Multilaterals), resource acquisition, project auditing, monthly financial donor reporting and providing donor policy guideline interpretation.

The Associate Director will plays an advisory role to the Finance & Support Services Director and the rest of the management team on matters related to risk management, internal controls systems and their impact on the operations of the organization.

The incumbent will be expected to provide supervision to Zonal Finance Managers and Juba based Grants accountant with a view of ensuring that grants financial support is provided to GAM team and same time donor compliance is achieved.


Financial Accountability and Reporting:

  • Work closely with other Finance Manager to promote financial accountability through preparation of timely financial reports for grants in line with established grant regulations and FFM policies.

  • Ensure various donor financial reports are uploaded in the Field Financial Report Lotus database or Donor prescribed links.

  • Ensure all grants financial reports are produced and shared with various stakeholders including support offices for review.

  • Ensure projects budgets are updated regularly in SUNSystem and on PBAS.

Resource Planning and Management:

  • Support GAM (Grant Acquisition Management) team through proposal writing and ensure that financial information is availed in a timely manner .

This includes:

  • Provide guidance and oversight on the Financial Grant budgeting process coordinating with various stakeholder during life of a project.

  • Effecting Zero tolerance to overspending through financial planning, monitoring and control within the established standards and avoid unallowable costs.

  • Take lead in the NO Fiscal budget process.

  • Ensure that grant spending is within the approved burn rates for the project.

Sub Grantee Advance Management:

  • Establish strong cash advance management systems for sub grantees and ensure timely submission of accurate and complete accountability and reports before subsequent release is made.

  • Ensure that sub grantees account for funds in a timely manner.

Risk Management:

  • Take lead in preparing the Risk Register and working with Finance & Support Services Director to ensure it is updated regularly.

  • Take part in the Regional ERM calls and work towards ensuring residual risk is acceptable in within the Office context.

Cost Management:

  • Ensure grants budgets cover their fair share of shared cost.

  • NO budget is true reflection of cost of doing business in South Sudan.

  • Direct Project Cost (DPC) is adequate to cover project objectives.

  • NO is operating within efficiency ratios.

Financial Risk Management and Controls:

  • Manage appropriate financial systems and controls and ensure they are in place to avoid significant finance audit risk ratings, both at the NO and project levels.

  • Coordinate management responses to finance audits performed to the NO and projects; ensure they are sent on time to the Audit Department; and that finance related audit recommendations are implemented timely at all levels.

  • Coordinate adequate preparation for GC and external audits.

  • Manage Financial Risk in the Zones.

  • Assist Management implement Anti-corruption and fraud strategy.

  • Build the capacity of finance and non-finance staff in financial management for grants.


  • Bachelor’s degree in Accounting, Finance or Business Administration, or a related field.

  • ACCA, CIMA, CPA or equivalent.

  • MBA/MSC is an added advantage.

  • Solid knowledge of grant regulations and policies accounting principles, financial systems budget/cash flow monitoring and internal accounting controls.

  • Ability to solve complex problems and to exercise independent judgment.

  • Must be able to lead and manage a team.

  • Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs.

  • Strong knowledge of proposal writing and financial reporting requirements preferred.

  • Proficiency in written and spoken English.

  • Good oral/written and interpersonal skills.

  • Able to work on a cross-cultural environment with a multi-national staff.

  • Ability to assess and adjust to changing context.

  • Ability to work under pressure.

Preferred Skills, Knowledge and Experience:

  • Vocational or professional society membership and certification (e.g. Chartered Institute of Management and Accounting CIMA, Certified Public Accountant CPA, Association of Chartered Certified Accountants (ACCA) ) or the post holder should be willing to get the membership.

  • At least two years’ work experience in Fragile context.

  • Strong Grants Financial accounting and management knowledge is desired. Managing International Financial staff with Technical capacity to achieve strategic goal.

Work Environment/Travel:

  • Work environment: Office-based with travel to the field when called upon.

  • Travel: 10% Domestic/international travel is required.

  • On call: 20% to Zonal Field Locations.
