PURPOSE OF POSITION:

To provide the coordination and technical leadership of the Food Assistance Program with all modalities GFD/BSFP/TSFP/FFE/FFA/CFA within Greater Bahr Ghazal Zone.

KEY RESPONSIBILITIES:

Strategy development and project management entourage:

  • Provide leadership to the Food Assistance Program in Greater Bahr Ghazal Zone.

  • Lead the team in project design by ensuring that the complete packages with project proposal, budget, logframe/ITT/DIP, Food calculation sheets, excel tables and budget narratives are submitted in time.

  • Coordinate and manage the team by ensuring the quality implementation of projects as per design/standards and guidelines of WFP and Disaster Management Team for all the modalities CFA/FFA, FFE, TSFP, BSFP, GFD and Warehouse Management.

  • Provide technical support in implementation of FFA/CFA Projects by ensuring that quality assets are created as per WFP/WV standards and guidelines.

  • Provide coordination and leadership to Nutrition programs both TSFP and OTP in Warrap.

  • Ensure good coordination and relationship with stakeholders (WFP, relevant clusters/partners, Government, WV Management and the community) and that relevant reports are accurately and timely submitted to all stakeholders.

  • Ensure good project management through timely implementation of activities as per DIP, budget management by avoiding overspending and underspending, management of the staff and ensure good team work and asset management –ensure good usage of assets being used by staff.

  • Build or enhance the capacity of the field team through informal and formal trainings. Formal trainings will include but not limited to start up workshops , refresher trainings based on the identified needs, Monthly Senior team meetings, Quarterly review meetings etc.

  • Support and work with DME/Quality in ensuring monitoring and evaluation systems are working within food program, here the end results is to have quality reports from Onsite monitoring, Post distribution monitoring, market assessments/surveys and accountability reports,

  • Ensure integration with other sectors for greater impact into the program I,e FEED, Food security project/EU, FAO , CMAM Projects, Health, WASH etc,

KNOWLEDGE, SKILLS AND ABILITIES:

  • University degree or qualification in Agri business, Food Security, rural development, social science, other related field.

  • 3-5 years proven experience in emergency programmes or social development with at least 2 years of that experience in cash and CFA programming.

  • Strong project management background.

  • Understanding of basic economics i.e. elasticity of demand and supply and substitution effects.

  • Experience in working with clusters and working groups/community of practice an added advantage.

  • Strong experience in managing staff, partners and facilitating capacity building.

  • Excellent English communication skills (oral and written).

  • Knowledge of Arabic communication skills an added advantage.

  • Ability to travel in country to all states and across the border for training, assessment, regular monitoring and evaluation a must.

  • A high level of diplomacy and networking skills is required.

  • Strong capacity building and facilitation skills.

  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.

  • Ability to manage work life and work without supervision.

  • Ability to work in and contribute to team building environment.

  • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources.

  • Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office).

Working Environment/Travel:

  • Work environment: Fields-Based Staff.

  • Travel: 20% domestic/international travels is required.

  • On call: Available for communication with partners and colleagues from diverse time zones.
