Project Manager - BMZ Project, South Sudan

Job Description


The Food Security and Nutrition Project Manager will be responsible for overall leadership and project management aspect of World Vision Germany Funded BMZ project which is operational in Gogrial West Counties, in the former Warrap state. The project will complement the existing WVSS and SSGID projects in Gogrial West and will increase focus on deepening of smallholder farmers’ food security initiatives, strengthened community cohesion through the support of farmers groups to promote self-learning, marketing associations and increased resilience among mothers and caregivers who will be equipped with food production, nutrition and maternal, infant and young child nutrition skills. The Project Manager will oversee project implementation and financial management, including oversight and coordination of the local partner (SSGID) and national staff who are implementing different components of the projects. The BMZ project manager will develop and execute, a practical blend of organization development modules at individual (skills transfer), organization (policies/procedures) and societal levels (culture) targeting project partners and local government actors. Other key responsibilities include ensuring high quality implementation of projects activities, timely donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. The Project Manager will be accountable for delivering all project results and will be responsible for producing high quality project deliverables.


Project Implementation:

  • Direct and oversee the implementation of the project, ensuring that the project’ Outcomes are achieved.

  • Coordinate and lead in the preparation of quarterly, semi-annual and annual work plans, semi-annual, and annual reports and ensure grant management compliance for the project in alignment with donor and WV regulations.

  • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.

  • Gather and compile information from the Project Manager/Officer and prepare overall performance progress reports (Monthly, quarterly, semi-annual and annual reports) detailing achievements against plan and variance on a regular basis.

  • Design strategies, partnerships and interventions to ensure project activities and implementation strategies are gender, age and ability inclusive and in compliance with donor requirements.

  • Ensure that Food Security and Nutrition sector specific technical guidelines, policies and best practices are adhered to in all activity implementation.

  • Carry out additional responsibilities and projects as assigned, including administrative and planning functions.

Organizational Capacity Development:

  • To support role revitalization of community based farmer groups, Marketing Associations, peer FSL CSOs and relevant State and local government departments in strengthening community cohesion & resilience.

  • Coordinate with SSGID and WV Project teams and government partners for proper planning of project activity implementation, ensuring adherence to sector specific technical standards, best practices and donor guidelines.

  • Facilitate skills transfer to frontline WV and partner project staff that strengthens individual staff professional competency and capacity for quality programming.

  • Develop and execute an organizational development strategy for select community based farmer organizations and local government actors to strengthen procedures, systems, policies and culture; the ability to relate, act and self-sustain.

  • Mentor and facilitate networking and collaboration among community based farmer organizations, civil society groups and local government actors targeting favorable changes in societal values, customs, laws, policies and system of governance (enabling environment).

Staff Supervision and Management:

  • Supervise a team of national staff who are assigned to the projects.

  • Coordinate project implementation with local implementing partner( SSGID).

  • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure proper technical and operational capacity of staff to manage and implement project initiatives.

  • Ensure competent and motivated staff are hired and retained.

  • Conduct quarterly reviews of staff performance in line with WVs performance management system, ensuring opportunities for staff feedback.

  • Ensure proper technical capacity of staff is available by providing training and performance management to project staff.

Budget Management:

  • Manage project budget within as per approved project budget and monitor spending levels and ensure accurate and timely financial reports to donors and key management staff.

  • In conjunction with Finance staff, ensure project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.

  • Oversee supply and equipment procurement, acquisition, disposition, and management in compliance with WV internal and donor requirements.

Monitoring, Reporting, Documentation & Knowledge Management:

  • Maintain effective projects quality assurance mechanisms, including monitoring system for tracking of projects progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.

  • Conduct routine visits to all projects sites for purposes of monitoring and operational support.

  • Submit timely accurate and quality reports that meet donor requirements.

  • Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices,

  • lessons learnt and success stories.

  • Any other duties as assigned by supervisor or designee from time to time.

Stakeholder Relations:

  • Liaise with local implementing partner to monitor the implementation progress and for on job capacity building.

  • Liaise with host government officials, local communities, farmers, partners and other organizations as appropriate.

  • Liaise and work with agricultural research and university on introduction, testing and promotion of improved seed.

  • Represent World Vision at relevant meetings with the Government of South Sudan, FSL and Nutrition Cluster to provide updates on project progress and communicate challenges of the program implementation.


  • Minimum Master's degree in Agriculture, Food Security, Rural/International development or a related field with relevant work experience.

  • Good experience of Project Cycle Management with special focus of Food Security and nutrition Project.

  • Proven ability to manage projects in a complex setting including effective coordination with local partner and host country government.

  • Proven experience and skills of capacity building of local partner ,government and project staffs.

  • Required Experience in an emergency context or project of similar scope and size is beneficial.

  • At least five years of international experience in emergency relief and development project management in fragile or challenging contexts with responsibility of overseeing comprehensive food security projects of similar size and complexity.

  • Experience and skills in partnership building and former experience of coordinating projects in Consortium partnership arrangement is an advantage.

  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.

  • Willingness to take up the position and residence in a fragile context; Preference for candidates with previous work experience in South Sudan.

  • Fluency in English.

  • Technical expertise in managing Food Security and nutrition projects like Agricultural Extension, seed multiplication and post-harvest management.

  • Technical skills in nutrition Sensitive approaches, Mother , Infant, Youth, and Child Nutrition feeding model (MIYCN).

  • Strong experience on value chain development and marketing.

Working Environment/Travel:

  • Based in Greater Bahr El Ghazal Zone, Gogerial West County, Kuajok. With frequent travel to project operational Payams.

  • Domestic / international travel as required.

  • On call as required.
