Project Manager - WASH, South Sudan

Job Description

PURPOSE OF POSITION:

The Project Manager will provide overall leadership to WASH, Nutrition and Health Projects in the Eastern Bank counties of the former Upper Nile Region. He/she will also provide overall leadership to the nutrition projects in both the West and Eastern Bank counties of the same region. As Team Leader for Malakal, the Project Manager will also provide oversight for Education, NFI and FSL projects. Additionally, the Project Manager will provide overall leadership and support to WASH Sector within the Response Programme. This role seeks to ensure projects implemented in the same geographical areas, from various sectors and are designed to offer both complementarity and an integrated approach to programming. The project Manager will thus have oversight of the purpose and status of all the projects in the stipulated areas of jurisdiction and will use this oversight to support project-level activity to ensure the program goals are met by providing a decision-making capacity that cannot be achieved at a project level. The project manager will also provide project managers and project officers with a programme perspective when required, and will also be a sounding board for ideas and approaches to solving project issues that have programme impacts. Other key responsibilities include ensuring high quality implementation of programme activities, financial management according to various donor requirements and international accounting standards, timely donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. The Programme Manager will be accountable for delivering all project results and will be responsible for producing high quality programme deliverables.

KEY RESPONSIBILITIES:

Strategy, Leadership and Implementation:

  • Provide oversight to Project Managers in the implementation of various multi-sector and sector specific grants, ensuring that the Projects ultimate, intermediate and immediate outcomes are achieved, while maintaining linkage, complementarity and integration across the projects and sectors. By extension, assumes the role of team leader for the Malakal area team.

  • Working with the WASH Sector Advisor, and under the direction of Zonal Programme Manager(s), provides technical and strategic leadership in the planning, implementation and monitoring of the WASH intervention in the Response Programme in compliance with donor requirements, WV and government policies and global standards.

  • Oversee and ensure that Child Wellbeing Outcomes are met in relevant projects by ensuring projects contribute to sector specific plans such as the WASH Business Plan etc.

  • Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for the projects in alignment with donor and WV regulations.

  • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.

  • Review and consolidate, where applicable, reports from Project Managers and Project Officers and prepare overall performance progress reports detailing achievements against plan and variance on a regular basis.

  • Ensure Project Managers and Project Officers provide required documents/tools to support departments, particularly Finance, P&C, Procurement, Logistics and Procurement to ensure good practice in the provision of support services.

  • Design strategies, partnerships and interventions to ensure projects activities and implementation strategies are gender, age and ability inclusive and in compliance with World Vision and donor requirements.

  • Ensure strong communication and coordination with all team members as a means to effectively achieve program objectives.

  • Under the direction of the Zonal Programme Manager, assists in providing administrative management for the implementation of all WV Projects in the assigned area of operation in accordance with the overall WV South Sudan country strategy, policies, procedures and objectives.

Staff Supervision, Management and Capacity Building:

  • Supervise a team of project managers and project officers (international and national staff) with skills across a diverse set of technical areas including but not limited to WASH, Nutrition, Health, Education and FSL.

  • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local laws and ensure proper technical and operational capacity of staff to manage and implement project initiatives.

  • Assist the ZPM in preparing training materials and conducting training of field office in project design, implementation and management and in reporting systems/procedures. Ensure proper technical capacity of staff is available by providing training and performance management to project staff.

  • As WASH focal point within the response, carries out capacity building of WASH Project Managers and Officers in implementation of WASH Projects in emergency and recovery contexts.

  • Ensure competent and motivated staff are hired and retained.

  • Conduct quarterly reviews of staff performance in line with WV’s performance management system, ensuring opportunities for staff feedback.

Budget Management:

  • Oversees budget management of Project Managers and Project Officers and ensures budgets are within approved spending levels and ensures accurate and timely financial reports to key management staff at World Vision South Sudan, support offices and donors.

  • Under the direction of the Zonal Programme Manager, and in conjunction with Zonal Finance Manager, ensures projects compliance whereby project expenditures are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.

  • Oversee supply and equipment procurement, acquisition, disposition, and management in compliance with WV internal and donor requirements.

Programme Development, Reporting, Monitoring, Documentation & Knowledge Management:

  • Where necessary and in conjunction with the Program Officer, prepares project proposals and budgets, seeking to diversify funding and other resources. Assists the ZPM in the development of strategies for long-term or additional interventions in the assigned Zone.

  • With the assistance of the Program Development and Management Officer ensure that all donor and Support Office reporting requirements are met.

  • Reviews and consolidates, where applicable, reports from Project Managers and Project Officers and prepare overall performance progress reports detailing achievements against plan and variance on a regular basis.

  • Maintain effective project quality assurance mechanisms, including monitoring system for tracking of projects progress against indicators, activities and key projects milestones, reporting, evaluation, and communication systems.

  • Conduct routine visits to all projects sites for purposes of monitoring and operational support.

  • Develops Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.

Donor Relations:

  • Under direction from the ZPM, represents the projects and World Vision South Sudan in engagement opportunities with donor representatives, support offices, the Government of South Sudan, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.

  • Under direction from the ZPM, represent World Vision at relevant meetings with the Government of South Sudan and donor counterparts to provide updates on project progress and communicate challenges of the program implementation.

  • Maintain open communication with other INGO’s, UN agencies, county and state level government bureaus and other relevant external partners regarding project initiatives for enhanced coordination.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in Civil/Structural/Water Engineering, Construction Management, Architectural Engineering/Studies or a related field with emphasis on the design and construction of various infrastructure.

  • At least five years of experience in project management and administration, financial management, award cooperative agreement compliance, sub award management, and tracking project performance and costs. Program management experience or evidence of management of several concurrent complex projects is an added advantage.

  • Proven ability to manage complex partnership relationships including effective coordination with host country government.

  • Technical expertise in managing integrated project with WASH, Nutrition, Protection, Health and any other relevant sector.

  • Experience in an emergency context or programs of similar scope and size is beneficial.

  • At least three years of international experience in emergency relief or development project management in fragile or challenging and complex contexts with responsibility of overseeing comprehensive projects across WASH, Health, Nutrition, Protection, FSL and any other sector World Vision is implementing in South Sudan.

  • Experience adhering to the Red Cross and Red Crescent Code of Conduct, HAP-I Standard, ECB Good Enough Guide, Sphere Standard (Humanitarian Charter and Participation Standard), donor requirements and WV Humanitarian Accountability Framework.

  • Experience and skills in partnership building, especially with the donors, private sector, NGO and local community organizations.

  • Familiarity with grant regulations for At least one of DFATD (GAC), USAID (OFDA), DFAT, and UNICEF.

  • Experience in the use of architectural and engineering design and drawing software such as ArchiCAD, AutoCAD, Revit will be a must.

  • Fluency in English is a must.

  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.

  • Positive collaboration and facilitation skills; Leadership of large and diverse teams; Diplomacy.

  • Willingness to take up a position post and residence in a fragile context; Preference for candidates with previous work experience in South Sudan.
