VACANCY

TECHNICAL ADVISOR- EDUCATION & LIFE SKILLS

Locations: Colombo with travel

The position will provide strategic leadership & technical advise in defining and achieving World Vision Lankas (WVL) Education & Life Skills- sectoral objectives in line with National, Regional and International strategies and priorities, towards the overall well-being of the children in the communities we serve. He/She will identify, research & engage with like-minded stakeholders including the Govt Ministries, NGOs, Corporates for potential partnership & be responsible for aligning program initiatives in line with Government policies & national targets. The position will ensure advocacy is an integral component of the sector programs and also provide support for research, technical feasibility studies, capacity building and knowledge management.

KEY RESPONSIBILITIES

  • Ensure the sector priorities are reflected in national strategy, Technical Approach (TA)and Technical Program(TP) ensuring alignment with global sector priorities , government strategies/policies and relevant cross-sectoral considerations

  • Provide timely and quality technical advise to achieve Technical Program (TP), Area Program (AP) targets to relevant staff which includes zonal technical coordinators, zonal managers, donor funded and partnership projects staff, and research, policy and advocacy staff

  • Network nationally and internationally within the respective sectors, advocating and lobbying for respective sectoral programming needs

  • Research, map, identify , develop & maintain good relationships & engage with potential partners for innovative projects/programs in advocating for & mobilizing resources to achieve given child well-being outcomes

  • Ensure core group of technical expertise is built within the organization & in the periphery in achieving targeted goals & objective for the sector

  • Line manage Zonal Technical Coordinators and any other staff allocated to the technical sector

Minimum knowledge skills, training & experience required:

  • Masters degree in any field of Social Science preferably with post graduate training on Education

  • Or Bachelors degree in any field of Social Science with post graduate training on Education with minimum of 5 yearsexperience working directly in the education sector

  • At least 8 yearsexperience in the development sector with 5 years in education and life skills sector, with a minimum of 3 yearsin leading and managing teams

  • Extensive knowledge on national and provincial policies, and national and international trends of the education and life skills sectors and related sectors such as child protection, vocational training, youth development, etc

  • Research and advocacy skills/training

  • Excellent interpersonal, representational and networking skills

  • Good & effective written and oral communication in English, Sinhala and/or Tamil Computer literate in MS Word, MS Excel, Power point, email and internet

  • Good research and advocacy skills/training

Preferred Skills, Knowledge and Experience:

  • Ability to communicate effectively (oral and written) in Tamil and/or Sinhala.Trilingual(preferred)

  • Experience in more than one technical sector

  • Membership of a professional body is preferable

  • Training/knowledge/experience on cross cutting sectors; Gender, Disability, Peacebuilding, Environment, Disaster Risk Reduction (DRR) and Climate change

  • Knowledge and experience of holistic community development

  • Experience in working on Corporate Social Responsibility (CSR) projects

  • Experience working in a donor agency

Work Environment/Travel

  • Ability & willingness to travel domestically & internationally 40% of the time

  • Ability to work well in a cross cultural environment
