Project Coordinators- EU Housing Project

Locations: To be based in Mullaitivu

Job Profile

World Vision Lanka (WVL) seeks to recruit qualified & experienced staff to implement the flanking measure component of the EU funded housing program (Homes not Houses: Building sustainable future together) in the specified project locations according to the terms and conditions of the grant agreement signed under this project.. World Vision Lanka is one of the co- applicants of this project and will work in close collaboration with and report to the Habitat for Humanity International, Slovakia and Habitat for Humanity in Sri Lanka.

Under the direct supervisor of Project Manager, the Project Coordinator will be responsible for the implementation of flanking measures component of the EU housing project in the respective divisions in Batticaloa, Mullaitivu and Kilinochchi. S/he will ensure adequate coordination between all the stakeholders and community level participation and involvement. Also work independently in the field and supervise and coordinates mobilisers, volunteers, Project Assistants and sub-contractors. The incumbent will ensure that project and resources are managed as per WVL and donor standards and that the project meets its objective at the village, divisional and district levels.

Major responsibilities

Efficient & effective implementation of project activities according to the Grant agreement & WVL standards, policies & procedures (50%)

  • Provide overall support to the implementation of flanking measures component of the housing project at the village, divisional and district levels

  • Support to carry out baseline surveys and other assessments

  • Support planning and coordination of a project and its activities

  • In collaboration with relevant technical units, provide technical support to the project.

  • In coordination with housing project team, Habitat for Humanity Sri Lanka (HfHSL), CBOs, community and stakeholders, identify the relevant needs and facilitate the implementation of community livelihood related activities in the selected villages, notably appropriate SMEs.

  • Ensure all planned activities are completed efficiently and according to the actions plans and time line. Prepare the completion report of each activities and document them

  • Ensure project and resources are managed in line with standard policies and procedures.

  • Meet all contractual obligations including donor requirements

  • Report any hazardous/risk conditions in the project implementation

Internal & External Liaison & Networking with all stakeholders (10%)

  • In conjunction with line manager, facilitate response, interaction & communication with all stakeholders at the local level

  • Represent WVL at sectoral meeting at the village and divisional levels

  • Work closely with Project Manager and other WVL staff to share information and lessons learned for the wider target group

Monitoring and reporting 10%

  • Monitor progress of all outputs and compile all the data, statistics and other relevant information

  • Provide inputs for monthly, quarterly, bi-annual and annual progress reports (narrative and financial) in line with WV and EU requirements.

Effective coordination of donor/stakeholder meetings & donor visibility 10%

  • Maintain regular coordination, meetings with communities, relevant government department, ADP teams as well as Habitat for Humanity.

  • Attend the project technical working group, meetings at the district and divisional levels.

  • Facilitate donor field visits and ensure appropriate donor visibility according to the visibility guidelines

Supervision and monitoring of the field staff 10%

  • Supervise WVL’s mobilizers, volunteers and project Assistant working under housing project and guide them to reach the objectives of the project

  • Identify the training needs and provide necessary trainings and capacity building in order to work independently

Project Administrative support 10%

  • Support the Operations Manager to file all the project documents as per the donor requirements

  • Draft MoUs and other partner contract agreement for the signature of relevant parties

  • In coordination with Field Accountant and regularly (at least quarterly) verify all the project documents are in order in the relevant files

  • Perform other duties assigned by responsible parties

Required key qualifications, experience & competencies

  • Bachelor’s Degree in Social Sciences or related discipline

  • Minimum of 03 years of work experience in community development, livelihoods, infrastructure, working experience in the north and east provinces would be an advantage

  • EU funded project experience, notably in livelihood and infrastructure projects preferred

  • Skills in project implementation and knowledge of grant management

  • Familiar with EU procedures and WV system

  • Good mobilization and facilitation skills

  • Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint

  • Fluent in English and Tamil both speaking and writing, Sinhala preferred.

  • Demonstrated negotiation, problem solving and collaboration skills

  • Understanding of the local context notably North and East

  • Demonstrated commitment to World Vision values and philosophy, and capacity to engage with the broader community in living these values.

  • Ability & willingness to travel domestically upto 10% of the time (work will require regular visits to the project implementation areas in each division in the respective District’s in the North & East)
