TECHNICAL ADVISOR – ECONOMIC & AGRICULTURE DEVELOPMENT
Location: Colombo with 40% travel
Provide strategic leadership and technical advise on Economic & Agriculture Development sector ensuring the sector priorities are integrated and reflected in the World Vision Lanka (WVL) national strategy and its projects & programs in line with the World Vision (WV) regional & global sectoral goals & objectives.
Provide required sector specific technical expertise/advise & strategic leadership to World Vision Lanka programming & projects & ensure integration & implementation of the technical deliverable within it’s programs
Design Technical Approach (TA) & Technical Programs (TP) based on learning evidences in line with Govt strategies/policies & organisational strategy
Lead the technical staff and partners in the effective & efficient delivery of technical priorities ensuring programmes adapt project models & approaches to achieve TP targets
Effective networking with relevant sectoral expertise to enhance available resources/networks to position & brand WVL as a leading organisation in the sector
Develop & maintain strategic engagements with potential partners/donors to establish joint & innovative projects to achieve child well-being (CWB) in the communities we serve
Provide technical advise in the development of project concepts/proposals to enable diversified funding & resource mobilisations
Be up to date on sector knowledge & relevant national and provincial policies and trends in the sector and support effective knowledge management process to capture, document and disseminate knowledge among national/internals stakeholders
Effective management and capacity building of zonal technical coordinators and program staff in the delivery of effective technical program to meet sector priorities
Minimum knowledge skills, training & experience required:
Master’s degree on Agriculture and/or business development with post graduate training on development
Bachelor’s degree with minimum of 5 years’ experience directly working on the sector
At least 8 years’ experience in development sector with 5 years in livelihood and Enterprise development and Disaster Risk Reduction(DRR) sectors, with a minimum of three years in leading and managing people
Extensive knowledge on national and provincial policies and national and international trends of agriculture, enterprise development, local economic development, DRR, and related sectors such as micro finance, climate change, minor irrigation, etc
Research and advocacy skills/training
Excellent interpersonal, representational and networking skills
Effective in written and oral communication; able to speak and write fluently in English and Sinhala and/or Tamil
Computer literate in MS Word, MS Excel, Power point, email and internet
Preferred Skills, Knowledge and Experience:
Membership of a professional body is preferable
Ability to communicate effectively (oral and written) in Tamil and/or Sinhala.Trilingual(preferred)
Experience in more than one technical sector
Training/knowledge/experience on cross cutting sectors; Gender, Disability, Peacebuilding, Environment, DRR and Climate change
Knowledge and experience of holistic community development
Experience in working on CSR projects
Experience working in a donor agency
Ability & willingness to travel domestically & internationally 40% of the time
Ability to work well in a cross cultural environment
