Senior Program Officer - Humanitarian Emergency Affairs(HEA)

Job Profile

Under the direction of the HEA Manager, the position will play a key role in mobilizing resources and liaising with support offices/other multi-lateral & bi-lateral donors & relevant stakeholders both internal & external to secure funding and technical expertise in achieving the strategic goals & objectives of WVL-HEA operations. He/She will support the HEA Department, in the development of high quality proposals/concepts, planning and monitoring of WVL relief, recovery and rehabilitation project in line with WV/Donor policies, procedures and grant agreements & guidelines. The position will also support the Area Programs/Area Development Programs & other disaster prone areas in resource mobilization in times of Humanitarian Emergency Responses across the country.

Key Responsibilities:

  • Research, identify, pursue & secure new funding opportunities/partnerships to support the WVL Humanitarian Emergency Affairs (HEA) strategy & related projects/programs. Masters preferred

  • Ensure project designs meet quality standards, operational feasibility and are in line with WV response strategy, local context and humanitarian needs of the communities we serve

  • Oversee & manage programming processes & operations of HEA projects/programs- monitor, assess, evaluate & review for quality, compliance & reporting as per given monitoring guidelines/agreements & WV policies & procedures.

  • Strengthen & equip the National Disaster Management Team(NDMT) in Emergency Response

  • Support the creation & promotion of strategic alliances with support offices/other multi-lateral & bi-lateral donors/agencies other NGO’s for resource mobilization

  • Ensure project implementation is in line with the principles of the Red Cross Code of Conduct, SPHERE, LCP & other WV standards & policies.

  • Ensure National Disaster Preparedness Plan (NDPP) is updated annually in line with local context & WVL standards & requirements

  • Lead the Cash based Programming process for WVL to ensure smooth & effective implementation

  • Prepare quality program reports in a timely manner as required by WVL management, support offices & donors/other stakeholder’s in-line with the grant agreements.

Required Education, Knowledge, Skills & Experience

  • Bachelor Degree in Social Sciences or equivalent with knowledge in Disaster Risk Reduction (DRR) & field level experience in relief, rehabilitation and development/emergency response program operations.

  • Minimum 3-5 years’ proven experience in project design/proposal writing preferably in the development /INGO sector

  • Proven ability in producing high quality project and program design documents with demonstrated ability to mobilize cross-functional proposal development team (technical, ops, field, finance, M&E, Regional)

  • A team player with the ability to mobilize and work as part of a diverse team to achieve desired goal

  • Strong familiarity or experience with the workings of the development sector.

  • Ability to multi-task with several complex and demanding concurrent projects

  • Excellent written and verbal communication skills in English(MUST) & Sinhala and/or Tamil (preferred)

  • Strong proposal writing & negotiation skills with demonstrated ability to establish and cultivate strong, collaborative relationships.

  • Experience in liaising and networking with donors and partners within and outside the country

  • Strong financial awareness, with the ability to build and interpret complex budgets and financial reporting

  • Excellent analytical /problem solving skill and detail oriented

  • Good IT skills with ability to work well with MS Office Suite

  • Ability to travel 40% (or as required)

  • Emotional maturity and commitment to the tasks at hand
