Associate Director - Grants Acquisition

ASSOCIATE DIRECTOR – GRANTS ACQUISITION

Location: To be based in Colombo with travel

Job Profile

The position will support the line management to ensure that the resource acquisition process is managed well contributing to a culture of performance and accountability for results increasing the resource base and diversified strategic engagement with multiple partners.

The position will work to build the capacities of the Grants Acquisition department and other internal partners for better networking, building grant and private fund acquisition capacities, evidence based research, enhancing dialogue with donors for increased funding opportunities, orienting and positioning PRA and other departments for coalitions and consortia engagements and developing grant management capacity (compliance, timeliness and accuracy of reporting, grant tracking to reduce organizational liabilities, etc.).And will identify, pursue and negotiate financial, non financial and risk-sharing partnerships with a range of partners (companies, government agencies, other non-governmental organizations and high net worth individuals) in Sri Lanka to expand the reach and impact .

The position will monitor and will be responsible for progress of developing implementing and evaluating donors and donor engagement plans, donor communication strategies, set up fundraising targets, develop KPIs in grants and donor management and overview proposal development and contract management processes.

Key Result Areas

  • Funding Growth: Increased income from a range of donors in line with World Vision Lanka strategic priorities.

  • Project Design: Package large scale high-reach projects into contracts, MoUs, and proposals within WVL’s working environment to meet the needs of donors and World Vision Lanka.

  • Leadership: Lead and manage Grants Acquisition department.

  • Capacity Building: Strengthen capacity of GA team and key WVL departments/staff to identify and acquire resources and grants.

Key Objectives of the position

Resource Acquisition (local and international) & development of strategic partnerships (external and internal)

  • Lead the process of grant and PNS proposal development. Ensure there is a strong team in place for every proposal being developed.

  • Ensure that funding opportunities are identified and proposals submitted in a timely manner

  • Track proposal reviews and approvals with donors and support offices.

  • Provide framework for interagency engagement and development of consortia proposals.

  • Liaise with technical teams to leverage their support in the grants development process. Support technical staff to engage with technical (donor) networks.

  • Attend and make presentations on behalf of WV at all key donor meetings.

  • Work with communications department to develop and disseminate WV products (NO success stories, innovations, operational research outcomes, strategies or frameworks, etc to donors.

  • Develop relationships with potential external donors

Capacity Building

  • Identify and assess the level of capacity of GA department to identify, apply for and manage new grants.

  • Build capacity of GA team for grant acquisition, donor engagement, and to understand the local political context and key development challenges.

  • Identify WV image challenges or constraints in accessing major grants like EC, DfID, AusAid , JICA, CIDA, SIDA, USAID and other donors.

  • Design a long term capacity building plan to increase capability of national offices to obtain and manage grants.

  • Document and share lessons learnt from the Grants Acquisition team with senior management

  • Coach team in decision making relating to grant opportunities.

  • Develop and support succession planning for NO Grant Acquisition team.

  • For GAM capacity building - Identify, share/facilitate access to capacity building resources and appropriate materials, learning and support opportunities within WVL teams. These may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.

Partner/ Donor Monitoring & Evaluation

  • Expand and enhance WVL systems and processes for monitoring and evaluation of donors and their impact.

  • Contribute to monitoring and continue to refine partners' and Grant project reporting system to WVL, including measuring the impact of grant projects.

  • Contribute to the reporting and communication of impact and results to WVL investing on CWB.

Compliance, Accountability & Quality Assurance

  • Ensure that proposal design and outcomes contribute to CWBO, adequately represent WV’s core values, and are supported by accurate data and budgets.

  • Draft and ensure compliance with regional risk management systems and protocols for coordination, and grant compliance.

  • Maintain a transparent, nimble, and appropriate management information system with support of PMIS/Horizon

  • Ensure key management staff are aware of key milestones and meet contractual requirements.

  • In coordination with the Finance department ensure that proposals are compliant with financial grant requirements.

Networking and Coordination

  • Develop and establish strong working relationships with ADB, UN, IMF, World Bank, and other leading donors for potential grant opportunities.

  • Liaise closely with regional and national staff and improve existing contacts with donor organisations.

  • Ensure potential donors are monitored, and donor relationships maintained.

  • Network with regional and support offices to identify staff who can assist with grant applications.

  • Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.

Business process management of Grants Acquisition

  • Prepare the business plan and annual budget for GA in line with NO/RO guidelines.

  • With guidance of Director - Grants Acquisition, set the overall strategy and direction for GA that meets the overall objectives and vision of WVL

  • Assess, evaluate and recommend various programmes and/or institutions for possible grants.

  • Advice the department and sectors leads and operations on potential grant opportunities while ensuring integration with the overall strategy of the world vision Lanka.

  • Coordinate with legal regarding the contract negotiations with Donors to ensure that WVLs interests are being met.

  • Lead the due diligence, financial analysis and business planning for the development of partnership.

  • Establish a clear work-plan for grant projects from acquisition to implementation

  • Identify strategies for improvement of grant management performance.

  • Share evaluation results and lessons learned from grant projects.

Management

  • Provide matrix management support to Grant Management unit.

  • Provide regular updates and reports on grant acquisition programs to Director Grants Acquisition.

  • Participate in sustaining core values of the organization.

  • Perform other duties as required by supervisor

Preferred Education, Skills, Knowledge and Experience:

  • Have a Master in business, economics, development , nonprofit management, or other applicable field; MBA, MPA, MPP or other graduate education preferred

  • Relevant degree (e.g. international or development studies; economics; social science disciplines; etc). Preferably a Postgraduate qualifications or relevant technical/vocational studies and technical training e.g. Grant Management, Project management cycle etc.

  • 5-6 years experience working in INGOs/NGOs/Bilateral donor organisations etc..

  • Demonstrable prior successes in grant submission/tendering

  • Experience working with government/institutional donors – potentially gained through a consulting company, international/community development organisation, or government agency

  • Extremely high level of written and verbal communication skills.

  • Ability to prepare high quality project and programme design documents, consultancy terms of reference, bid submissions/tender responses, and project reporting

  • Self-managed, with ability to maintain focus and achieve outcomes under pressure

  • Contract management and compliance

  • Stakeholder management, relationship building, and networking.

  • Strong financial awareness, with the ability to build and interpret complex budgets and financial reporting

  • Understanding of programme design process, and monitoring/evaluation frameworks

  • Excellent English communication skills (oral and written).

  • Excellent analytical/problem-solving skills and detail orientation.

  • Thorough knowledge of MS Office and Lotus Notes.

  • Demonstrate the ability to think and plan strategically, speak articulately, and work well with other competent and experienced professionals in a variety of fields.

  • Be very flexible, a self-starter, a team player, willing to manage a variety of tasks.

  • 5-6 years experience working in INGOs/NGOs/Bilateral donor organisations etc..
