Job Profile

The position will lead the Research Unit of WVL, in developing innovative research strategy & methodology, to facilitate progressive improvement of quality evidence base, that relates to organisational priorities and programmes, in order to increase World Vision Lankas (WVL) relevance to progressive policy making/reform. He/she will identify & promote research opportunities/partnerships, relevant to expert areas within WVL, keeping abreast of Sri Lankas development sector and contributing to the development of a comprehensive research strategy (based on contextual and policy needs), to develop quality programming relevant to the local context and organisational goals and objectives.

  • Availability of well-developed research methodologies, pre-tested tools, and innovative methods of analysis that are relevant to the context and project specific research objectives.

  • Established research and knowledge base on development policy and practice.

  • Capacitated Research Team and research partnerships that meet needs of research department, projects, and inter-departmental strategic deliverables.

  • Support for innovation, new knowledge, and influential expertise to improve organisational effectiveness

Key Objectives of the position

  • Strategic management of comprehensive research strategy and coherent work plans for all staff based on their various research expertise

  • Mobilising research networks, and production and presentation of high quality reports and publications (commissioned reports, project reports, fact finding report etc), for the benefit of all WVL programmes)

  • Ensure all data and information relevant or critical to the organization is secured, updated, analysed and shared for decision-making, reporting and publication.

  • Efficient and effective management of Research Team

  • Respond to research capacity needs of ADPs, Special Projects, and Grants

  • Manage and facilitate the progressive improvement of a quality evidence base, which utilises available data and information from WVL projects/programmes

  • Generate innovative research solutions for business development that is responsive to the needs of the internal and external environment

  • Effective & Efficient Grants implementation aligned with the strategic objectives through proper design, staffing, and quality assurance.

  • Establish effective systems & processes for efficient Grant/project management, budget and expense allocation, reporting ,monitoring & evaluation and communications systems and ensure appropriate controls/procedures are in place to mitigate potential risks

  • Accurate & timely Grant project reports submitted in line with donor requirements

  • Establish & maintain effective linkages among donors and external stakeholders

  • Effective collaboration and coordination with GAM, Advocacy and internal stakeholders

Preferred Education, Skills, Knowledge and Experience:

  • A Masters Degree in Public policy, Economic Development, Public Health, Environmental Sciences, or in the Social Sciences, with independent research work demonstrating the capacity for critical analysis and application of specialist knowledge

  • At least 05 yearsexperience in developmental research, including conceptual research methodology, policy analysis, policy-based development programming, impact evaluation methodology, and qualitative research.

  • Experience in networking with government/institutional donors, while working in a consultancy company, an international organization or similar entity.

  • Ability to influence and contribute effectively for departmental strategic planning.

  • Ability to ensure individuals and teams adhere to the highest standards of quality, relevance, and timeliness.

  • Excellent knowledge about research philosophies, research concepts and principles, statistical definitions, scientific tools and techniques.

  • Ability to design a facilitation process with appropriate and relevant facilitation tools.

  • Ability to recognise, capture and manage DME resources and learning effectively, and to contextualise DME tools.

  • Expert knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting the same.

  • High level advocacy and communications skills, including excellent command of the English language and knowledge of one or more national languages.

  • Ability to recognise the need for learning and flexibly apply technology to support development.

  • Expert data handling skills (classification, categorising, tabulation etc.) and demonstrated diligence in data management.

  • Knowledge and understanding of key poverty issues, development theories and holistic development in relation to programme quality.

  • Well-developed conceptual thinking skills.

  • Demonstrated commitment to World Visions values and philosophy, and capacity to engage with the broader community in living these values
