Monitoring, Evaluation, Accountability & Learning (MEAL) Officer
Location – Colombo
Job Profile
This position is responsible for establishing a new Monitoring, Evaluation, Accountability & Learning (MEAL) system for Non-Sponsorship Projects / Programmes is to bring unique and valuable best practices to addressing evidence based challenges in implementing Non-Sponsorship Projects / Programmes. The MEAL unit will support well-informed management, to enable rigorous accountability for performance, to support learning, and to contribute evidence to improve program practices and new project proposal development.
Major Responsibilities
Design and implement project / donor specific MEAL Systems for Non-Sponsorship Projects/ Programmes
Conduct frequent field visits to assess the effectiveness of project
Provide clear and goal-oriented guidance to project teams to ensure implementation of MEAL processes
Established systems for knowledge management / storing all programmatic information regularly
Support project team to conduct, workshops and relevant events
Assist the project personnel with MEAL tools and in supporting them in their use
Ensure project teams are capacitated on donor/grant relevant MEAL process, systems and standard by developing and delivering donor relevant capacity building trainings to all project teams
Required qualifications, experience & competencies
Minimum of 3 years of Monitoring, Evaluation, Accountability & Learning (MEAL), research, statistical analysis etc. experience
Minimum of 3 years Community Development / sector experience
Bachelor degree in Social Sciences / Development / Management / Science / International Development / Statistics or relevant field. Master’s degree is preferred
Experience in handling baseline, impact evaluation and other social researches are preferred
Knowledge of development of quantitative data collection methods and analysis skills
Data handling skills (classification, categorizing, tabulation etc.)
Knowledge of statistical analysis using SPSS, SAS, Minitab, EViews or equivalent statistical package
Excellent communication skills, both oral and written, in English and fluency Sinhala or Tamil
The position requires ability and willingness to travel domestically and internationally up to 30% of the time
