Specialist – Management Information System (MIS) and Knowledge Management

Location – North and East

JOB PROFILE

The purpose of this position is to provide leadership for knowledge management system and MIS system building on the Horizon platform. accordingly main tasks of this position will be;

  • To develop and implement an effective MIS system and process for WVL supported by functional Horizon platform. The person will support in performing DME functions being an active member of the DME team.

  • This position is required to facilitate intentional learning, and its application to promote a learning culture and create credible evidence across all departments

MAJOR DELIVERABLES

Established functional knowledge management system for WVL

  • Design a new knowledge management strategy for WVL while managing the current knowledge management practices and analyzing the required information needed at different levels

  • Develop process and mechanism for capturing knowledge and dissemination of knowledge internally

  • Identify and recommend ways to facilitate external including partnership learning and sharing in collaboration with communications team

  • Work with DME/MEAL specialists in collating analysis of data appropriately

  • Feed finding of learning processors to organizational decision making processors

Facilitated effective learning and sharing

  • Facilitate the process of setting department wise annual learning and sharing plans

  • Provide guidelines / templates for documenting knowledge products for key functions

  • Create necessary online platforms for learning and sharing and progress dashboards for monitoring

Lead cross function Horizon implementation team and ensure contribution from each department on time

  • Support NO departments in providing data from Horizon and MIS

  • Work closely with NO departments specially GAM, finance, Technical Program Manager / Specialists, Communications and others regarding data validation and data consistency checking as per their requirements.

  • Establish effective working relationship with Sponsorship and other concern departments regarding TFE implementation

  • Coordinate the Finance team in Budgeting (budget planning & monitoring ) processes

  • Provide coaching and mentoring to AP MEAL Coordinators and Zonal

Ensure a database is in place and functioning and required capacity built to manage the database

  • Ensure an effective database is developed and functioning together with DME team considering the information need of internal and external clients

  • Develop relevant manuals and guidelines and orient staff for smooth functionality of database

  • Guide, support and ensure quality input of data/information into the database

  • Undertake regular field visits and conduct data auditing including validation of data

  • Track progress, report on achievements, analysis and provide information to management for decision-making at a monthly basis and as and when necessary

  • Provide system updates, attend to improvement of the data base, manage access control and provide support for clients to extract information from database

  • Provide necessary guidance for APs to use updated database and produce scheduled reports adhering data quality standards

  • Support program/ DME staff in extracting summary report / data as and when necessary

Own and manage Horizon system rolling out plan together with capacity building plan and ensure maximum use of Horizon in decision making

  • Ensure Horizon is rolled out and remain functional as per WV partnership standard

  • Ensure program designs; TP/ AP and Grant and PNS projects uploaded to Horizon on time

  • Develop capacity building strategy for Horizon implementation and lead capacity building plan of Zonal and field staff, sponsorship, program and DME/M&E teams on Horizon and build & capacities of identified super users group

  • Develop succession plan and back up plans for H3

  • Update the project/ program managers on inputting of information into the Horizon system and the database

  • Ensure quality and accuracy of data migration into Horizon checking with the original data sources

  • Ensure storage of all plans and achievements in terms of data at NO, and AP level and manage share points

  • Troubleshooting of the Horizon system

  • Track progress, report on achievements, perform analyses and provide information to the management for decision-making

  • Extract data from the manual database and perform consistency checks with Horizon data.

External engagement and professional development

  • Engage in learning platforms on WV Central, such as CoP, eCampus and other means (external resources) to keep self-updated on latest documents and resources of partnership and industry.

  • Keep close coordination with SAPO and Global Office for your professional development.

  • Support in creating enabling environment in the team

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Post-Graduation Degree in Social Science/Statistics

  • At least 3 years of experience in Knowledge Management or a related job

  • Training and experience in research

  • Competent in data base development and management

  • Knowledge and experience in mobile data collection methodologies

  • Competency in the use of Microsoft Office suite including Word, Excel, PowerPoint Access and MS-Project

  • Knowledge and experience in printed/electronic knowledge products

  • Experience in mainstreaming new concepts into action initiatives

  • Cross cultural experience

  • Ability to manage tasks under pressure, is flexible and with good collaboration skills in cross-cultural global work context

  • International Computer Driving License (ICDL)

  • The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
