Vacancy –Zonal Technical Specialist –Child Protection & Participation
Location –Northern & Eastern Zone
Provide technical leadership and guidance in the implementation of Technical Programs(TP’s) within the zone assigned Area Programs (AP’s), relevant donor funded grant / Private Non-Sponsorship (PNS) projects and partnership initiatives to ensure achieving Technical Program objectives aligned with World Vision Lanka(WVL) national strategy.
Plan the implementation of the National Technical Program (25%)
Planning the implementation strategy of the Technical Program across different APs in the zone with the Technical Advisors
Planning with the Technical Advisors and other relevant parties on the inclusion of cross cutting themes, F & D project models, Sponsorship minimum standards, DRR and other project models in the Technical projects according to the zonal contexts and requirements
Planning the TP outcome level projection targets to achieve through the Technical Projects
Discuss and plan the zonal/ AP resource gaps to address the Technical project outcome targets and needs
Support the Technical Advisors in writing proposals to acquire additional funding requirements of the zone
Planning the provincial and district advocacy plans
Assist Technical Advisor to revise/update national Business plan and set KPIs aligned to national business plan and reporting the progress of assigned projects/initiatives (i.e. AP’s and assigned zone)
Plan the progress reviews of the Technical projects in the zone with the Technical Advisors to ensure national alignment.
Provide inputs, feedback and assistance to Technical Advisor for the technical programme progress updates (AR/SAR, progress updates, national level reporting of TP and other donor projects)
Technical Guidance and Support for the implementation and execution of the technical projects in the zone (25%)
Guide adaptation of Technical Programs to the local context and ensure continuous alignment to Technical Programme objectives/targets
Providing technical guidance and regular technical input for the development of AP designs, implementation in APs and other grant projects, adopting right project models, F & D, cross cutting themes and sponsorship minimum standards, RC/MVC inclusion and advocacy initiatives.
Close monitoring of TP implementation to ensure they are in line with technical guidelines/standards and achieve outcomes/outputs contributing towards WVL strategic objectives.
Assist the Zonal Managers to assess the funding portfolio and strategic resource allocation requirement to address the needs in the APs and zone.
Support APs to implement CWB recommendations
Provide directions & Support for APs to develop annual detail implementation plans.
Support and provide guidance for developing budgets, provide rough budget estimates for each Technical project and finalize the TP budgets with AP Managers.
Support and provide guidance to AP teams for developing Annual procurement plans for the Technical project
Capacity building of Staff and other stakeholders (15%)
Assist APs/donor projects to identify the relevant capacity need or gaps of AP/project level partner/stakeholders related to the sector
Support or conduct capacity building programmes for community partners to implementation guidelines – Including volunteers/mobilizers, Mother support groups , Community leaders, Child leaders and government officers etc.)
Support and coordinate training and capacity building programs for staff on relevant project models, Interventions and approaches in collaboration with Technical Advisor.
Facilitate APs to link with external expertise and other resources to support the programme implementation (maintain lists of external resource personals, assist in development ToR , Validate Profiles etc, )
Assisting the formation and strengthening of community based mechanism in collaboration with DFs
Monitoring, reporting and evaluation of the Technical projects (10%)
As per the advise of the Technical Advisors and TP DMES introduce appropriate tools and M & E work plan to capture the data for AP reviews, zonal reviews and national reviews.
Support and advise AP teams to adapt and apply the standard M & E plan to monitor the technical project outcome/output achievement.
Provide analysis and recommendations of the technical project achievement for AP, zonal and national decision making.
Review and Provide feedback for annual/semiannual reviews and reflections at AP and zonal level
Collate and manage data at zonal level for context analysis and decision making.
Progress reporting of the outcome, output achievement to the National Advisors and Zonal Managers.
Provide monthly reports to the Zonal Manager and Technical Advisor
Responsible for zonal TP baselines, ITT and activity monitoring.
Technical validation of data at AP and zonal level for national and TP level reporting
Provide evidence and information from local level for national advocacy and facilitate engagement of local stakeholders in national advocacy initiatives/campaigns
Coordination, networking among stakeholders & establishing partnerships (13%)
Develop/ maintain/establish relationships among the sector related stakeholders, individuals and entities to enable the technical project implementation at provincial, district and local level
Coordinate relevant regional and local level stakeholders to obtain support, resource contribution and inputs
Positioning World Vision at provincial/local level platforms including forums , steering/ working /consultative committees and other relevant stakeholder meetings to position WV
Assist to develop concepts and proposals for partnerships and resource acquisition prepare relevant ToRs, MOUs to support the action plans at provincial and district level according to the requirement.
Contribute in developing collaborative plans with government , non-government organization and private sector to bring synergy in programming and execute partnerships with zonal Operations and Technical Advisor
Knowledge Management (5%)
Ensure updated sector specific subject knowledge of national/ provincial policies and trends
Identify, document and disseminate lesson learnt /best practices internally for decision making and externally to influence government, NGOs and other decision makers at local , provincial and national level
Responsible to validate evidence captured and documented from the field for sharing and disseminated as appropriate (Internally and externally)
Engage with World Vision’s and other relevant Community of Practice groups , face to face forums , Online/Web based / platforms for sharing and learning
Research Studies (5%)
Collaborate with Technical Advisor and develop Terms of References for field surveys, Studies and necessary assessments
Coordinating and conducting research/ studies in collaboration with Provincial and regional stakeholders, universities and other academic / research Institutions and individuals as relevant
Disaster Preparedness & response/HEA
Plan and support addressing children in emergencies related to the sector.
Support to disaster preparedness and emergency response.
Provide technical inputs to emergency response activities, as and when necessary
Required qualifications, experience & competencies
Bachelor’s degree in the field of Psychology with a minimum of 02 years work experience in development sector ORBachelor’s degree in Social Sciences or in development sector with a six months professional training in Counseling or Child Psychology with a minimum of 02 years work experience in Child protection
Minimum 5 years’ experience on development field with at least 3 years’ experience working directly in Child Protection and Participation sector.
Thorough knowledge of UN Convention & Universal Declaration on the Rights of the Children
Good knowledge & understanding of Child Protection & related issues in Sri Lanka & the applicable Laws, Policies/Treaties relevant to local context
Understanding of child protection in the globe and within the country; causes and consequences, statistics, national and provincial policies, national and international trends, strengths and gaps, key duty bearers/stakeholders etc.
Knowledge & expertise in Project management, training & research skills will add value
Excellent interpersonal, representational and networking skills
Effective in written and oral communication; able to speak and write fluently in English & Sinhala and/or Tamil. Trilingual preferred.
Computer literate in MS Word, MS Excel, Power point, email and internet
Experience working in Community Development in a multi-ethnic context in both rural & urban sectors will be preferred
Willing & able to travel up to 60% of time (domestic or international)
