ASSOCIATE DIRECTOR – EVIDENCE & LEARNING

Location: To be based in Colombo with travel

Job Profile

The purpose of this position is to ensure that quality standards are met in all World Vision Lanka (WVL) programmes and projects on the basis of objectively, verifiable evidences resulting in consistent achievement of quality standards, which is evidenced by improved child well-being, strengthened organizational capacity and enriched engagement with the relevant stakeholders. This position will be responsible for setting up functional Monitoring & Evaluation (M&E) systems, with high quality assurance mechanisms/standards and strengthen research based evidence and knowledge management systems within the Evidence, Effectiveness & Impact Unit (EEI), enabling WVL deliver quality programmes with highest impact.

Key Objectives of the position

  • Lead the process of innovation and capacity building of front line staff, developing toolkits and resources for programming, covering all aspects of Design Monitoring & Evaluation(DME) to support Operations and Program Quality (PQ) team in line with WV guidelines and standards

  • Develop strategy, systems and processes to build the evidence base of the NO’s contribution to CWB and ensure its implementation.

  • Develop effective DME systems and processes to ensure the measurement and tracking of CWBOs/CWBT and program impact. Design, implement and periodically review the DM&E plans that ensure grant-funded programs comply with donor requirements

  • Providing leadership and excellence in the implementation of WV’s information management system Horizon as strategic decision making flat-form

  • Provide leadership in Knowledge Management (KM) process and system development, which provides reliable information or evidence for decision making and program effectiveness.

  • Assist in improving the technical depth and technical quality of WVL programs in priority sectors, through the application of evidence-based Technical Approaches (TA) and Technical Programmes (TP) aligned with WVL country strategy.

Required Education, skills & experience

  • Degree in Social Science, Statistics, International Development or related field. Masters Degree in a relevant discipline is an advantage.

  • Minimum five yearsexperience working with International NGOs with highly developed technical capacity in M & E systems, with at least 3 years in a leadership role

  • Ability to engage with governmental, NGO and other senior leaders on issues of, child rights and development and maintain effective partnerships

  • Excellent relationship building and people management skills

  • Excellent community development & project management skills and thorough understanding of LEAP, the Development Program Approach and M&E Partnership frameworks

  • Excellent supervision skills, including training, mentoring and staff development

  • Good communications & presentation skills in English with ability to communicate in Sinhala/Tamil

  • Fully competent in the use of MS Office and experienced in the use of statistical software packages, including SPSS & related programs

  • Excellent understanding of monitoring systems, data collection tools and measurement processes, and vision for how to integrate them under a comprehensive National Office monitoring system

  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.

  • Demonstrated commitment to World Visions values and philosophy, and capacity to engage with the broader community in living these values

  • In-depth knowledge & experience in WV processes & procedures with a strong understanding of field operations

  • Initiative, ability to motivate others, establishes joint accountability and drive excellence.
