Program Coordinator (Knowledge Management) - RIWASH Jaffna

We are currently looking for qualified and experience project staff for a donor funded Rural Integrated Water, Sanitation and Hygiene project (RIWASH)in the Jaffna District

Programme Coordinator-Knowledge Management (RIWASH 3)

Location: Based in Jaffna with extensive travel


Working under the direct supervision of the Operations Manager of the Rural Integrated Water, Sanitation and Hygiene Project (RIWASH 3) -the Programme Coordinator - Knowledge Management (PC- KM) will address the communications needs of the RIWASH 3 project including knowledge management, dissemination and promotion of programme activities. The PC - KM will also be responsible for assisting the Operations Manager - Programme Manager in the management of the Programme Unit to administer, coordinate and close the programme. He/She will work closely with the Communication Department at National Office and PD to support development and refinement of advocacy and communication material.

The position will also support the technical team in the adherence to guidelines related to health, water and sanitation, disability access , ensuring safe and healthy environments in project sites and will conduct programs in cooperation and collaboration with the local community and relevant local government and other institutional stakeholders in the area of operation


Project Implementation & knowledge management

  • Ensure effective communications, visibility and knowledge management of the RIWASH project information (photography, videos & digital files to be uploaded to the knowledge management site)

  • Support OPM and project team in preparing concept notes, Term of Reference, Agreements and other project related documents;

  • Support programme staff in organizing and managing seminars, workshops, conferences;

  • Produce reports and stories of the seminars/workshops organised by the project;

  • Release monthly newsletter for RIWASH 3 project

  • Prepare and produce two publication annually

  • Provide technical support to the project team in producing various evaluation and knowledge products of the project;

  • Ensure proper documentation of the communications materials and knowledge products;

  • Perform any other duties assigned by the project management unit and NPM as per need of the programme.

  • Prepare and edit press releases, programme related progress reports and documents;

  • Assist OPM to prepare quarterly progress report, annual progress report and other reporting requirements;

  • Work closely with the M&E specialist to strengthen results management and reporting;

  • To understand and implement World Vision International Mission Statement, Ministry Policies, Vision Statement and Strategy.

  • Establish and maintain relationships with institutional and community stakeholders and build their capacity to achieve project objectives

    Monitoring, Evaluation and Reporting

  • Monitor community activities surrounding hygiene and sanitation

  • Submit progress reports and make recommendations to overcome problems and maintain daily dairy/documentation of activities.

    External Relations and Networking

  • Liaise with Government Stakeholders and other NGOs and CBOs to ensure coordination of inputs and resources.

  • Maintain high level of public relation towards the program (Ex. Government, NGOs and Churches and other religious institutes).


  • University Degree in Social Sciences/Mass Communications or related discipline

  • Qualifications and Training in technical sector like WASH, gender , peace building

  • 3-4 years field experience preferably in the NGO sector

  • Photography and good writing skills with experience working with media will be an asset

  • Excellent writing, editing, and communication skills in both English and Tamil is a must

  • A good operational knowledge of Microsoft Windows, MS Word, MS Excel and ability to use email.

  • Ability to work in a team environment.

  • Ability to meet deadlines and work under pressure.

  • Willingness to travel to the field.
