PROJECT MANAGER – (Adverse South West Monsoon Response)

Location: To be based in Ratnapura, Kalutara & Galle with extensive travel

Period: July to October 2017

Job Profile

World Vision Lanka (WVL) together with its Project partners UNICEF, OFDA (USAID) & IOM is seeking to recruit qualified individuals for its Adverse South West Monsoon Response project. The project aims to assist communities affected by the landslides and floods to support their recovery efforts, specifically through rehabilitation of essential WASH infrastructure. In addition the project will carry out hygiene related interventions to compliment and prevent spread of disease among the affected communities.

Working closely with the relevant stakeholders, the position will have management and supervisory responsibility for developing and implementing the response plan in line with the project proposal in achieving quality programming in a timely manner. He/She will manage the overall operations of the project and will ensure the smooth implementation, technical & financial monitoring & donor reporting and ensure the delivery of project goals & objectives in line with the Grant agreement & World Vision Lanka Policies & Procedures

Key Objectives of the position

  • Ensure programme planning is informed by technical standards, field level assessments & operational viability to meet humanitarian needs expected through UNICEF(CERF) project’s goal/objective

  • Establish, resource and staff Operations unit to meet response needs

  • Conduct operational planning to ensure effective coordination & timely delivery of response activities

  • Implement & monitor programme funded by UNICEF(CERF) to ensure achievement of response goals & objectives

  • Develop and implement operations reporting systems to support timely and accurate Response reporting

  • Implement response operations according to safety standards with support from the Security function and ensure compliance to the security risk assessment conducted

  • Coordinate with Support Services for provision of funds, staff, equipment, vehicles & supplies to ensure rapid program implementation

  • Identify, report & refer operational blockages caused by external actors to Liaison to be addressed through advocacy

  • Meet WV minimum quality standards and support improvement, reflection, learning and innovation in sectors

  • Attend coordination meetings and provide updated information to the staff attending coordination meeting with government and other external stakeholders

  • Ensure compliance to donor’s expectation on visibility implementation and communication

Preferred Education, Skills, Knowledge and Experience:

  • A Bachelor's degree in a related field, and two years of related experience; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.

  • Work experience in a relief context, preferably in a leadership role will be an added advantage

  • Excellent communication, presentation & report writing skills in English, ability to communicate in Sinhala and/or Tamil preferred

  • Competency in the use of Microsoft Office including Word, Excel and Power Point

  • A team player with good interpersonal skills with cross-cultural sensitivity, & commitment to World Vision Core Values and Mission Statement
