The position will lead, manage, deliver and execute the national sourcing strategy of World Vision Lanka (WVL) ensuring that the national procurement and purchasing practices are as per the standards of World Vision Shared Service in alignment with WV Procurement Policies.

As part of the National strategic sourcing team, the position will support in implementing appropriate national sourcing strategies, supplier screening, updating of data bases, receipt, storage, dispatch, distribution, monitoring, documentation and the timely submission of quality monthly performance reports as required by the management and the team.

This position will play a key part in resource utilization of World Vision Lanka ultimately benefiting the communities that we serve. This role will support the Field Ministry Managers, HODs and Senior Leadership Team (SLT) to carry out their respective activities with minimum disruption to their work, ensuring timely and quality procurement services. He/She will contribute to policy review; participate in departmental meetings to take effective decisions, including technical guidance minimizing the reputational risk of WVL.


Major Activities

  • Formulation of the national procurement strategy

  • Implement system training for other departments’ staff when required

  • Implement national strategic sourcing policies and processes and ensure compliance of same by all relevant stakeholders

  • Analyze industry trends and evolving technology to proactively identify supply base issues to minimize risk, protect continuity of supply, and utilize emerging opportunities

  • Initiate Risk management measures,

  • Develop and implement sourcing and supplier selection strategy zonally and centrally.

  • Implement forecasting and benchmarking measures.

  • Source suppliers of materials, equipment or supplies, and determine product availability and terms of sales;

  • Compile and develop complete purchasing records/data and pricing; (supply data)

  • Maintain and develop Supplier and internal customer

  • relationships;

  • Formulate and submit MIS reports pertaining to procurement.

  • Maintain a high level of Stewardship in managing WV Lanka resources

  • Lead departments to develop procurement forecasts and place orders in a timely fashion based upon vendor lead-time

  • Responsible for negotiations for best possible cost service guarantee and develop “win-win” strategies that achieve sustainable relationships with suppliers

  • Review, analyse and recommend the best bid/offer among potential suppliers.

  • Evaluate supplier core competencies and competitive positioning using industry cost models

  • Identify best possible suppliers by maintaining strong interpersonal linkages

  • Monitor and improve system efficiency through item cataloguing and signing long term arrangements

  • Formulate and Prepare and develop Purchase Orders and documents in accordance with WV Policies and Procedures;

  • Monitor claims to suppliers and vendors for defectives, shortage, missing parts;

  • Manage suppliers to ensure on-time delivery;

  • Monitor and ensure timely payment to suppliers/vendors against the right quantity of goods received by WV.

  • Plan and develop purchasing specifications including pricing revisions, order cancellation and invoice discrepancies and convey same to requestor and logistics;

  • Implement the supplier pre-qualification process;

  • Develop and enter into long term contracts with the vendors;

  • Ensure compliance of WV SS policies by reviewing purchase order claims and contracts;

  • Resolving problems and issues arising from purchase of services, supplies and equipment;

  • Coordination of Supplier Contracts

  • Evaluate Supplier Performance against Contract Terms & Conditions.

  • Demonstrating an understanding of and commitment to World Vision’s Core Values in the approach to work and relationships;


  • Bachelor’s Degree in Supply Chain Management, Business Administration or any related field

  • Part professional qualification in Accounting, Business Administration, Supply Chain Management from a reputed professional body

  • Strong contract negotiation skills and experience working with legal throughout complex contracting processes.

  • At least three years’ experience in strategic sourcing and contract management

  • Familiar with modern purchasing methods, procedures, and specifications preparation; methods and techniques utilized in analyzing the quality of services, supplies, and equipment; sources of purchasing information; budgets and revenue control.

  • Three to Five years’ experience in finance back ground.

  • Organizational & management skills

  • Self-motivated and capable of working without direct supervision

  • Strong Analytical and problem solving skills

  • Effective communication skills

  • Very strong Negotiation and bargaining skills

  • Strong Ability to work collaboratively and maintain effective working relationships with co-workers on a global basis

  • Knowledge on Procurement guidelines for Grants and current and latest trends on same.

  • Understanding and practice of preparedness and planning concepts

  • Creative and innovative thinking

  • Sound knowledge and experience in using computer applications including word processing, spreadsheets, Power Point and database

  • WV and Government policies and procedures


  • Experience in sourcing under ERP system

  • Experience of Government relationships with regard to Sourcing – Tax authorities, Custom, etc.

  • English, Sinhala and knowledge of Tamil will be an added advantage
