ZonalSourcing Officer (Procurement)
Location: North WesternZone with 50% travel
Reporting to the Manager Strategic Sourcing the position is responsible for the delivery and execution of sourcing processes on all requisitions for goods, works and services across all assigned categories ensuring general purchases and supplier relationship are carried out in alignment with World Vision Procurement Policies & budgetary requirements. He/she will have experience working in a web-based procurement/sourcing environment and ensure effective delivery of services to meet organisation goals and objectives.

QUALIFICATIONS EXPERIENCE & COMPETENCIES REQUIRED
Bachelor Degree in Supply Chain Management, Industrial Engineering, Business Administration, Finance or any other Qualification related to Supply Chain Management / Finance
At least Two (2) years’experience in purchasing a variety of general and specialized items, shipping and receiving, and basic accounting.
Proven skills in negotiation, managing requests, sourcing solutions and material awareness and problem solving.
Experience with modern office functionalities & equipment; good IT skills including computer software, spread sheet tools, database and MS Office.
Familiar with modern purchasing methods, procedures, and specifications preparation; systems and techniques utilized in analyzing the quality of services, supplies, and equipment; sources of purchasing information; budgets and revenue control.
Strong contract negotiation skills and experience working with legal throughout complex contracting processes.
Communicate effectively in English both oral and written and and working knowledge of Sinhala/Tamil
Ability to maintain good inter-personal relations with all stake-holders, demonstrating sensitivity to, and respect for, a diverse population
Strong knowledge/experience working with web-based procurement systems will add value.
