TECHNICAL OFFICER - WASH

Location: Neluwa with extensive travel

Job Profile

World Vision Lanka (WVL) in partnership with HSBC (Sri Lanka) through this special project, seeks to improve equitable access to safe water and sanitation & improve knowledge & adoption of safe hygiene practices within the given local context and environment in the Neluwa Area Development Program(ADP). Working under the direct supervision of the Project Manager & the relevant stakeholders the project seeks to improve coordination, capacity & governance amongst the local WASH actors for sustained service to the beneficiary community.

The position will provide technical support for the design implementation and monitoring of the HSBC funded Water, Sanitation Hygiene (WASH) Infrastructure interventions in the given area, in order to ensure WATSAN infrastructure deliverables meet required technical quality standards within World Visions Water, Sanitation, and Hygiene (WASH) program with the goal to improve the public health of the target population.

KEY FUNCTIONS

  • Provide close supervision of all project construction work of the water project/s (buildings , purification/treatment unit ,pipe laying out , and other) ,supervision of maintenance work ,check and recommend documents submitted for payments

  • Carry out community driven WASH initiatives in order to maximise impact and sustainability of rural WASH solutions implemented in Area Program.

  • Prepare technical documents for micro level WASH infrastructure development and ensure quality of the construction.

  • Develop the project detail implementation plan (DIP) and Monitoring methodologies for rural water supply & distribution project activities related to the project, following the indicators identified in the project detail design document, the M&E plan and the contract agreement.

  • Develop terms of reference (TOR) for project evaluation and consultations. Participate in regular AP Meeting and provide regular feedback to the AP Manager on the progress of the project, according to detailed implementation plan

  • Established network with external stakeholders for smooth implementation of the project, such as government technical officers and other partners.

  • Work with the Area Program Coordinator, develop technical bulletins, work progress,s, monitor contracts and report on the project as required.

Required key qualifications, experience & competencies

  • Diploma in Civil Engineering or related field, preferably BSC/Civil Engineering /Construction & related discipline

  • Working Knowledge and experience of WASH (Water ,Sanitation and Hygiene ) programming and /or water related Development or Environment programming preferred

  • Technical experience: – At least 3 years of experience in community based water and irrigation system design, construction and management in the field of WASH

  • Basic Project Management experience is required.

  • Computer literate in MS Office Suite, email and internet.

  • Excellent interpersonal and networking skills and 2 year work experience in Community development preferred

  • Ability to communicate in at least one local language and good communication skills in English preferred

  • A team player with good interpersonal skills with cross-cultural sensitivity, & commitment to World Vision Core Values and Mission Statement
