Technical Officer - WASH (Adverse South West Monsoon Response)
Location: To be based in Ratnapura, Kalutara & Galle with extensive travel
Period: July to October 2017
World Vision Lanka (WVL) together with its Project partners UNICEF, OFDA (USAID) & IOM is seeking to recruit qualified individuals for its Adverse South West Monsoon Response project. The project aims to assist communities affected by the landslides and floods to support their recovery efforts, specifically through rehabilitation of essential WASH infrastructure. In addition the project will carry out hygiene related interventions to compliment and prevent spread of disease among the affected communities.
Working under the direction of the Operations Lead, the Technical Officer will provide technical, operational and administrative support for the effective implementation of WASH components of the project in the affected districts. The Technical Officer will be responsible for providing technical assistance to partners and districts, supporting implementation, and monitoring of planned activities of Response Programme.
Develop the monthly advance plan and Monitoring and Evaluation methodologies for WASH program activities. following the indicators identified in the project document, the M&E plan and the contract agreement.
Prepare Feasibility study, BoQ, Design and other supporting documents for well cleaning, emergency latrine construction and construction of bathing facilities for camp
Interface and network with government technical officers and other partners to ensure the implementation of Emergency Humanitarian Response programme
Provide technical guidance for purchase of water filters, segregation bins and solar panel and support for distribution
Monitor and evaluate all construction programme – well cleaning, bathing construction, latrine construction and other relevant construction
Develop terms of reference for project evaluation and consultations. Participate in regular Team Meeting and provide regular feedback to the Operations Manager on the progress of the project, according to detailed implementation plan.
Work with Project Coordinators, Project manager and the Operations Lead to develop technical bulletins
Perform other duties as required by Operations LEAD
Knowledge, skills & abilities
A Diploma in Civil Engineering. Or equivalent
Minimum five years related experience preferably in
Experience in WASH (Water, Sanitation & Hygiene) facility construction is highly desirable.
Fluency in spoken and written English, Sinhala
Competent in the use of Microsoft Office and Autocad
Ability to work with diverse stakeholders.
Self motivated and able to work with minimum supervision.
Read drawings and prepare BOQ
