Technical Officer - WASH

Locations: Based in Colombo with extensive travel to the field sites
The position will provide technical support in planning, development, implementation, operations, on-site monitoring and capacity development of Engineering & Technology aspects of the Water and sanitation infrastructure interventions, of World Vision Lanka (WVL) programs/projects. Reporting to the Technical Advisor WASH, the position will ensure WATSAN infrastructure projects meet required technical quality and standards, in line with the project or programme objectives , WVL strategic objectives, policies & procedures.
Provide technical assistance in the development, implementation and monitoring of WATSAN projects; assists in the review of relevant technical documents and reports; identify priorities, liaise with relevant parties; identify follow-up actions of the WASH buildings and the civil engineering infrastructure aspects of WVL Area Programs/Projects(WASH initiatives in Schools, Community Water Supply projects, Public Toilets / HH sanitation construction, RWHF projects, Well construction and renovation, shelter improvement and other construction projects)
Implement inspection and monitoring plans in conjunction and coordination with the National WASH staff and field teams of WASH implementing Area Programs(AP) and Donor funded Projects through inspection of the relevant Water sanitation sites of WVL working areas and provide necessary guidance and feedback .
Assist relevant WASH national/zonal / AP staff in planning and budgeting of existing and proposed water and sanitation infrastructure project/s & the timely submission of quality progress reports/finance reports as required
Assist in the preparation of various Technical documents –including project Construction Plans, Monitoring Plans, project completion plans, TOR’s, Contract agreements for WATSAN infrastructure projects & ensure that they conform to established technical quality and standards and are in place in a timely manner
Carry out innovative Community driven WASH initiatives in order to maximize impact and sustainability of the WASH interventions in WVL working areas and reflect and share the learning with relevant internal and external stakeholders
Educate, train & enhance capacity of staff with basic level knowledge in constructions –designs and estimation (drawings , layout ),technical Water/sanitation solution model & establish & maintain good relationships and work in collaboration with the local community, local Govt & statutory bodies and all relevant institutional stakeholders/partners in the area of operation.
Assist in coordination of programmes and review the assessments of issues and trends for the implementation of programmes for impact evaluation or equivalent studies/research
Education, knowledge, skills & abilities required for the position
A Degree/Diploma in Civil Engineering/Construction & related discipline
Technical experience: –At least 3 years’experience in construction site supervision/ for civil engineering /construction projects of which at least 1 year must be in the field of WASH Interventions.
Working computer skills in MS Office Suite, email and internet is required , Hands on experience in the use of Project Management Software/GIS would be an advantage
Good project management skills – Experience working within a large or medium scale multi-disciplinary construction project preferred
Ability to communicate in at least one local language and good communication skills in English preferred
A Team player with good interpersonal skills & able to work well with diverse stakeholders.
Self-motivated and able to work with minimum supervision in a cross-cultural work environment
Willing to travel extensively to project/sites on a regular basis
