Food Aid Manager, World Vision Sudan

PURPOSE OF POSITION:

The purpose of the position is to manage all food commodities/Cash Based Transfers and ensuring all food aid projects are implemented in line with the set standards and objectives. Emphasis will be on quality and accountability of food and cash based transfer programming, within the framework of integrated food resources into World Vision holistic ministry.

KEY RESPONSIBILITIES:

  • To provide leadership in the food assistance program and manage the day-to-day implementation of projects according to set objectives and detailed Implementation Plans.

  • Participate in project design, proposal writing, budgeting process, and engaging donors during the negotiation process in coordination with the Disaster Management Team (DMT).

  • Liaise and meet with donors and other food and cash-based transfers programming stakeholders for the purposes of networking, information sharing and nurturing partnerships.

  • In collaboration with the design, monitoring and evaluation team, ensure that food programs are monitored and evaluated and that operational research contributes to program innovation.

  • Ensure humanitarian accountability system is in place, including functioning Community Help Desk and Food Assistance Committee at each distribution points.

  • Maintain a comprehensive commodity tracking system so as to ensure that all commodities and cash based transfers are properly distributed and accounted for to WV Partnership and major donor while observing relevant standards.

  • Ensure that all commodity losses and claims procedures are in compliance with the World Vision Partnership and donor requirements.

  • Ensure that the required periodic reports are generated from the CTS reports and submitted to the relevant consumers on a timely basis.

  • Ensure the loss and claims registers, files are well maintained and checked on a regular basis.

  • Attend Donor monthly coordination meetings and other meetings as required. Liaise with Local government authorities on issues related to implementation of food assistance in the country. Ensure good representation of World Vision in government coordination meetings.

  • Monitor and evaluate budgeted and actual expenditure for the Food Resources Grants with the Finance Manager and or relevant Grant Accountants on a monthly basis.

  • Maintain tight budgetary control over all program budgets and ensure compliance with the grant rules and regulations of the donors.

  • Create budgets and spending projections for the Commodity operations.

  • Prepare the program for Internal, DMT and other external audits and to ensure that food programs achieve acceptable audit standards in national, partnership, DMT, and USG A-133 Audits.

  • Preparation of Technical agreements and follow up of approvals, semiannual and annual reporting and facilitating annual evaluations.

Staff Supervision & Development:

  • Responsible for the recruitment, selection, supervision and training of commodities and cash based transfer staff.

  • Ensure proper and adequate supervision of commodities staff for a smooth implementation of the projects.

  • Work on staff development plans, provide timely feedback, support and motivate staff to improve performance.

  • Conduct performance appraisals, maintain employee files, create job descriptions, and maintain performance standards for all employees in the commodities department.

KNOWLEDGE, SKILLS & ABILITIES:

  • A bachelor’s degree in social sciences, development studies, international relations, economics or related field.

  • A Masters degree in development, project management or related field would be an added advantage.

  • Adequate knowledge and experience in food aid programming, cash based transfers, FFA, FFE and Nutrition and donors’ standards appropriate to the management of the food programs.

  • Knowledge of the sphere standards, Code of Conduct for Red cross/Red Crescent, Humanitarian Accountability Partnerships (HAPI) and other international humanitarian standards.

  • Ability to effectively develop rapport and relate to donors, NGO’s, Counterparts and government authorities or agencies.

  • 3-5 years’ experience in food programming as a manager.

  • Experience in post conflict and fragile states in the region of assignment strongly preferred.

  • Fluency in written and spoken English.

  • Computer literacy in MS Office, Lotus Notes.

  • Must have excellent presentation skills.

  • A commitment to capacity building and people development, essential.

  • Extensive experience in supervising staff and conducting capacity building workshops.

  • Must be willing to travel and a flexible approach to living conditions.

  • Ability to achieve personal Integrity and trustworthiness.

  • Ability to solve problems and prioritize many demands without losing focus.
