PURPOSE OF POSITION:

World Vision Sudan (WVS) is working on partnering with World Food Programme (WFP) to manage an Integrated Food and Cash Assistance Program with General Food Assistance (GFA), Nutrition and Resilience program models, targeting 500, 000 beneficiaries in South Kordofan State by December 2021.

The position will provide overall leadership for the implementation of this South Kordofan State, Integrated Food and Cash Assistance program based on WFP & WVI minimum standards and agreement. The Project Manager to be based in South Kordofan will lead the coordination with World Food Programme, WV Sectors, the State Government Line Ministries, and other partners in ensuring the program objectives and outputs are achieved.

KEY RESPONSIBILITIES:

Leadership:

  • Provide leadership of the South Kordofan Integrated Food and Cash Assistance Program, in compliance with WFP and WVI standards and agreements. Lead the GFA, FFA and PSN project activities roll out and implementation ensuring the program achieves the stated objectives.

Commodities Management and Reporting:

  • Manage the planning, implementation, receipt, storage, dispatch, distribution, monitoring, and documentation of commodities with World Vision Standards and WFP regulations.

  • Ensure that the Commodities Reports are accurate and reliable with the relevant supporting documentation available and submitted timely to WFP and shared World Vision International (WVI) internal stakeholders.

Financial Management:

  • Manage the budget and production of Financial Reports in conjunctions with Finance Unit and ensure spending and expenditures are within budget and adhere to donor requirements. Ensure no over/under spending on projects.

Networking and Collaboration:

  • Attend key humanitarian meeting including WFP Cooperating Partners meeting and working with the Operations Manager, ensure relevant Cluster Meetings (Food Security, Nutrition & Education) are attended.

Other Key Responsibilities:

  • Working closley with the Country Food and Cash Assistance, Program Manager to support the unit strategy initiatives and ensuring the reporting requirements for Disaster Management Team and WFP are met.

  • Responsible for liaising with the State Program Manager on Risk, Staff Safety and Security Management.

  • Responsible for Accountability to Affected Population, leading the Monitoring and Evaluation, and Learnings for the program.

  • People Management according to WVS policies.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Minimum a Bachelor's Degree in Development/Social Science, Agriculture, or any relevant field with a minimum five years experience at a senior level in Food and Cash Assistance programming in emergencies and development sector.

  • Minimum of 5 years experience at a senior level in Food and Cash Assistance programming in emergencies and development.

  • Minimum of 5 years experience in designing, planning, implementing, monitoring and evaluation of WFP/USAID programming.

  • Proven track record for multi-sector program design and implementation in large and complex emergencies. Strong track record of successful coordination or management of large Food and Cash Assistance operations.

  • Working knowledge of humanitarian codes, standards, principals, and ability to mainstream leading cross-cutting themes.

  • Knowledge of child protection standards, principles and implementation.

  • The person must be results oriented, good at public relations and able to promote a team spirit.

  • The holder of this position must be a results-oriented leader who can manage and satisfy multiple tasks from competing organizational, donor and other stakeholder demands.

Preferred Skills, Knowledge and Experience:

  • Strong project management design, accountability monitoring and evaluation skills preferred.

  • Strong programming knowledge and experience on WFP GFA/FFA models.

  • Good knowledge on Commodity Tracking Systems and beneficiaries database management.

  • Must be analytical, innovative and self-managed leader.

  • Knowledge of Arabic an added advantage.

Work Environment/Travel:

  • Willingness to national travel up to 70% of the year.
