WASH Coordinator

Job Description

PURPOSE OF POSITION

Provide technical support to the WASH Officers and Project Manager in implementing the WASH project within the 6 Constituencies. The position will be accountable for the delivery of key performance indicators under the project in the respective Constituencies/Area Programs (APs) in the Cluster. The coordinator will develop a Constituency/Cluster Plan for the WASH program and identify strategic partners to work with in implementing the project.

Technical Operational Support to the WASH project

  1. Lead in the implementation of WASH Project in the Constituencies/Cluster by providing technical support to the WASH Officers/DFs and Area Managers in specific issues relating to water, hygiene and sanitation.

  2. Support WASH officers in identifying capacity needs for water, hygiene and sanitation institutions in the Constituencies/Area Programs in the Clusters.

  3. Develop and administer through Cluster capacity assessment tools on the water and sanitation structures in the Constituencies.

  4. Compile specific capacity development plan for the various structures based on need in the Constituencies/APs.

  5. Develop technically sound capacity building products- training curriculum, exchange visit guides etc- and seek approval for the same from the Technical Specialist at the National Office.

  6. Deploy the capacity developing products to the target group within the prescribed minimum quality standards and monitor delivery/deployment of these products to test adoption/uptake and review the products as necessary.

  7. In conjunction with the Project Manager and with Technical Support from the Technical Specialist at the National Office develop Constituencies and Area Operation Plans showing clearly what activities would be implemented, those responsible, resource (budget) and time allocation.

  8. Conduct partner mapping and/or validation profiling their technical capabilities to implement the WASH Program.

Networking and Partnership Management:

1. Responsible for brokering zonal level partnerships with CBOs and Churches that leverage WVS's technical capacity.

2. Participate in Cluster or AP level technical networks with a view to profile the operations of WVS in WASH in general.

3. Identify advocacy opportunities and engage with the Advocacy resource person to develop tailored advocacy products at zonal level or escalate those that need national intervention

  1. Mutual contractual agreements initiated and the resultant partnership objectively managed.

  2. Operations of WVS in WASH profiled

  3. Developed advocacy products at zonal and national level.

Monitoring

1. Conduct periodic monitoring in the Constituencies/Area Programs and prepare monitoring report. Based on the report facilitate dissemination to key stakeholders and support in the follow through of the specific actions as generated from the dissemination or the monitoring report recommendations.

2. Compile and submit monitoring/management reports (monthly, quarterly or annually) to the Project Manager and Technical Specialist.

  1. Monitoring tool showing relevant indicators, data sources for the indicators, tools for data collection, frequency of data collection, and use of the information generated from monitoring.

  2. Monitoring and Evaluation reports dissemination to key stakeholders and support in the follow through of the specific actions.

Coaching and mentoring:

1. Provide Coaching and mentoring of Technical Staff in the UNICEF WASH project including reviewing their annual Performance Agreements and Annual Appraisals in collaboration with the Project Manager.

  • Technical staff’s performance improved.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in Civil Engineering or Water Resources Engineering or Building Construction

  • 3 years’ experience in Water and/or Sanitation Project implementation, 2 of which must be with an NGO or International Agency.

  • Proven Experience in managing community projects

  • Management and Team Work abilities

  • A minimum of 2 years demonstrated skills and professional experience in education related program implementation and management

  • Project management and design experience, as well as project implementation and monitoring & evaluation.

  • The position requires ability and willingness to travel domestically and internationally up to 60% of the time.
