Position Title: Education Programme Manager
PURPOSE OF POSITION:
To provide overall leadership and management of the World Vision’s Education programmes in Southern Syria, delivered cross-border from Jordan. To ensure project deliverables are met, donor compliance is assured and contribute to programme design. To provide comprehensive management, supervision and technical assistance to implementing partners and project staff.
Project Management & Implementation
Ensure that the levels of need and the target groups are regularly assessed in order to provide information that assist in project design, implementation and expansion.
Lead the planning and implementation of the project according to the approved proposals.
Manage the budgets, ensuring expenses are planned and incurred in line with the approved budgets.
Work closely with the M&E team to monitor and evaluate the implementation of the projects according to the approved stated objectives, outputs, activities plans of action and budgets.
Ensure the quality of the projects, in line with international minimum standards and World Vision models.
Ensure timely ordering and purchasing of required resources through coordination with the procurement team.
Ensure timely submission of quality project progress reports, and other information as required, for the donors.
Work closely with the Finance Department on project budget, financial reports, cash flows, etc.
Monitor the filing, records and correspondence related to the project.
Manage Implementing Partners
Lead and supervise coordination with implementing partners to deliver the project.
Provide leadership, mentoring, and coaching to partners.
Meet partners regularly to monitor progress, share lessons learned, experiences, observations, obstacles and to review and update the projects plans of actions if needed.
Identify needs and provide opportunities for capacity building for the partner staff to ensure proper technical and operational skill levels.
Effectively manage the performance of partners ensuring performance agreements, regular performance reviews, and annual appraisals are done.
Ensure compliance with World Vision’s policies; especially procurement, HR, finance and fraud
Represent World Vision on the South Syria Cross Border Education Sector Working Group
Ensure close coordination with other education NGOs and UN bodies, especially Unicef
Liaise and meet with donors and other stakeholders for purposes of networking, information sharing and nurturing partnerships.
Participate in joint agency assessments, task-force teams, workshops, clusters etc.
Identify, select, assess and evaluate potential partners in collaboration with SS Area Manager and other team members.
Ensure alignment with WV’s established external engagements, GAM, partnering steps and response strategies
Education Focal Point
Work with regional Head of No Lost Generation (NLG) to participate drafting education sector strategy and priorities for programme development.
Develop and maintain relationships with key institutional donors and potential partners, including UN agencies (UNICEF etc.)and potential local implementing partners.
Support the development of education related proposals including developing tools and programme design, in collaboration with Head of NLG
Lead the start-up of the technical implementation of any education projects, in coordination with Regional Head of NLG.
Abide by World Vision security procedures and policies and report any breaches.
Attend and participate in capacity building trainings locally and internationally if any.
Perform other relevant tasks as assigned.
Education:Master’s Degree (or equivalent experience) in a development related field such as education, social work, psychology, sociology, etc.
3 to 5 years’ experience in project management and budget management.
2 years’ experience within an NGO context
Knowledge & Skills:
Excellent written and spoken English and Arabic.
Strong project management skills
Good understanding of education programming (formal and non-formal)
A high level of networking skills is required.
Ability to travel across the country.
Strong capacity building and facilitation skills.
Ability to cope and maintain performance expectations under pressure.
Ability to work in and contribute to team building environment,
Has strong knowledge of core principles of children’s rights, participation, do no harm, as well as education in emergencies minimum standards.
