Technical Specialist-Digital Health, Monitoring and Evaluation

Job Description

Purpose of the position

To provide leadership, technical guidance and support to the day-to-day operations of digital health interventions for AIM Health Plus, while also providing technical oversight and support to the regular monitoring and evaluation activities of the programme.

Key Roles and Responsibilities:

Build relationships with key Digital Health stakeholders:

  • Conduct mapping of relevant local digital health stakeholders (including mobile network operators, district level MoH teams), build relationships with the identified stakeholders, and facilitate sharing of information, learning and collaboration.

  • Coordinate with district level MoH teams and other local level bodies to ensure their active participation in design and implementation processes, including training of trainers (ToTs)

  • Liaise closely with World Vision National Office Health/ICT4D team to ensure the project is aligned with the Government’s digital strategy, policies and regulations as well as existing national technical architecture.

Analysis and design of the Digital Health system and application:

  • Use participatory methods to gather, analyse and document input from the community and other potential users of the digital health system (e.g. field facilitators, Area Program team members, CHWs etc.

  • Use the results of these assessments to provide input to the development and/or refinement of the digital health system and application requirements, especially the features and functionality (e.g. content, wording and sequencing, language, tone of voice, choice of gender).

  • Ensure that the ttC data requirements are linked to the DHIS/MoH Health Information System.

Prepare for and deploy (implement) the Digital Health system/application:

  • Brief World Vision staff and potential users on the use of technology to support the AIM Health Plus project.

  • Participate in ToT and co-facilitate the training of users of the digital health application(s)

  • Provide supportive supervision and deliver refresher trainings to users to reinforce skills and introduce new application features (upgrades).

  • Provide Level 1 and Level 2 IT technical support for the implementation of the digital health solution.

  • If necessary, communicate effectively with the solution providers to clarify and resolve Level 3 technical issues.

  • Support the use of accurate paper-based systems when the mobile system is not working.

Digital Health deployment:

  • Conduct field observations of digital health application users and produce reports on digital health implementation, achievements, gaps and lessons learned and ensure they are circulated with all partners/stakeholders.

  • Facilitate the use of monitoring information to both refine the digital health application or system and to inform local health programming (supportive supervision, local level decision making or accountability).

  • Routinely update relevant operational plans based on results and learnings in consultation with the AIM Health Plus Project Manager.

Monitoring & Evaluation:

Provide technical support in survey, research, monitoring and evaluation processes as well as developing other tools to improve the performance and quality of the AIM Health Plus Project through M&E.

  • Ensure an effective M&E system is in place to collect, analyse, report and share findings from M&E processes.

  • Work closely with the AIM Health Plus team to ensure implementation quality assurance, with reference to the core project models’ minimum standards.

  • Facilitate quarterly and annual monitoring, data collection and analysis of the AIM Health Plus project using the digital health enabled platform.

  • Support the AIM Health Plus team to gather additional monitoring data from other sources, such as health facility records.

  • Support the translation of data collection tools to the country context.

  • Provide support for AIM Health Plus data collection, analysis and reporting at baseline, mid-term and final evaluation.

  • Support the AIM Health Plus team to complete annual donor reporting processes, including the annual update of the Results Based Framework.

  • In collaboration with the AIM Health Plus Manager, facilitate the dissemination of ongoing AIM Health Plus project results and lessons learned with the local community, beneficiaries, MoH and other key stakeholders.

  • Ensure the appropriate data management, storage and anonymization of both digital and paper-based M&E data, reports, and records.

  • Monitor and follow-up on utilization of evaluation recommendations.


  • Perform any other duties as assigned by the supervisor or designee.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Undergraduate degree in IT or related field.

  • Experience in the integration of new technologies in development programmes e.g. health, water and sanitation

  • Experience with M&E processes, including quantitative and qualitative data collection methodologies and analyses

  • Understanding of the health sector and health programming.

  • Good analytical and logical thinking skills.

  • Good written and verbal communication skills with an ability to liaise with people at all levels – government partners, donors, communities and staff with diplomacy and tact.

  • Ability to work in a facilitative, participatory and collaborative manner.

  • Ability to work as a member of a team.

  • Ability to multi-task with flexibility in day to day activities.

  • Demonstrable ability to work with minimum supervision.

  • Alignment with World Vision’s core values and mission.

Working Environment / Conditions:

  • Work environment: Office and field-based.

  • Travel: 50%.
