Water, Sanitation and Hygiene (WASH) Team Leader
Purpose of the position:
To provide strategic and technical support in design, implementation, monitoring and evaluation of Water supply, Sanitation and Hygiene (WASH) programs within WVT areas of operation.
He/She will support the Integrated Programs Director in the formulation, design, planning, implementation, monitoring and evaluation of the WASH Program in WVT areas of operations. He/she will play a key role in representing WVT at key WASH technical meetings and with the donors, and will liaise with the Ministry of Water and Ministry of Health (or their equivalents), including liaison on behalf of WVT with Water Authorities, as well as various related NGO partners.

Lead the team to manage and implement WASH projects to ensure all project activities and budget are spent according to plan, budget, timeframe and quality.
Lead the technical working group to develop winning and high level WASH Technical Programs, Concept papers and proposals.
Provide project-level and field-level capacity building in the WASH for staff, communities and local government
Undertake and assist with assessment of local conditions resulting from emergency situations affecting children and mothers, including determination of priorities for interventions, preparation of WASH project proposals for emergency assistance, and other related documentation as necessary
Foster, develop and maintain strong partnership relationships and regular contact with national and international NGOs, UN agencies, government officials, and other stakeholders working to serve as a network for obtaining and coordinating information and services to support WASH interventions
Foster, develop and maintain partnership relationships with national partners and communities to assess the effectiveness of current WASH projects and to identify possibilities for new WASH projects
Ensure mentoring and coaching for performance is undertaken for direct reports.
Represent the organization in major WASH program/project decision making forums with contractor, consultants and donors
Monitoring the progress of WASH projects from beginning to end (from feasibility stage to design through to construction and hand over or supervision one section of a large project) and timely submission of progress reports to relevant partners; and further support the development, review and implementation of new project models, innovations, pilots, guidelines, and methodologies to help decision-making in a consistent, coordinated and scientific manner.
Provide technical support in preparation of divisional strategies, annual operational plan and budget, while promoting inclusion of major cross cutting themes including environment, gender, protection, disability, peace building and core values of the organization.
Must be a committed Christian, able to stand above denominational diversities.
Perform other duties as required.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: Bachelor of Science in Civil Engineering (WASH),
Experience: 4 yrs/3 yrs in Managerial level working experience in the development sector with experience in the water and sanitation sector including two years water and sanitation project experience
Preferred: Masters of Science in Water Resources Engineering, registered with Tanzania board of Engineers.
Technical Skills & Abilities:
Demonstrate ability in supervision
Experience in working with water projects
Working knowledge of proposal writing and negotiation skills
Good planning and organizational skills
Ability to maintain effective working relationships with all levels of staff and donors
