Regional Senior Grants Acquisition & Management Officer

Job Description


Based in Asia preferably in Bangkok this position will support EAS Resource Acquisition to grow the portfolio of institutional grant programs through a high level of grant acquisition and general program management support. Specifically, the post holder will support National Offices in grant acquisition and management (GAM), with a specific focus on acquisition. The focus of this role is on multilateral, bilateral and foundations. The Senior Grant Acquisition & Management Program Officer will work closely with national office to ensure that tracking of funding received and potential funding opportunities are maximized.

The successful candidate will have experience of developing/writing and securing institutional grants and supporting the management of complex projects overseas and reporting to official funders. Experience of identifying, developing and securing partnerships with new donors and developing/applying quality systems and processes to their work is also essential. Strong preference will be given to candidates that possess a track record of meaningful donor engagement that led to resource acquisition. The candidate will excellent communication and coordination skills with the ability to work in multi-cultural and multi-sectoral teams. Candidates that have experience in training and mentoring will be an asset.


Grants Acquisition:

  • Support National Offices in the development/writing of high quality grant proposals.

  • Identify and actively pursue all calls for proposals and communicate them across National Offices (NO), Regional Office (RO), Support Office (SO) and Global Center (GC) teams.

  • Stay updated on changes to donor requirements and project/programme themes communicates these.

  • Support the region to execute the regional Grant and Acquisition Management (“GAM”) Strategy.

  • Work to build great Grant Acquisition teams in East Asia Region (EAS) through active support and mentoring.

  • Manage the EAS grant pipeline tracker and ensure that monthly updates are completed.

  • Identify and actively pursue strategically aligned calls for proposals and communicate them across NO, RO, SO and GC teams.

  • Support line manager to monitor and report on departmental implementation of national offices and RO GAM unit business plans.

  • Track GAM metrics and complete the quarterly GAM update on the region grants portfolio in collaboration with the RO Grant Finance Manager and national offices.

Donor Engagement:

  • Support NO and RO identify new key relationships with donors, regional NGOs, INGOs and Embassies for identifying potential funding opportunities for programmes and projects.

  • Engage appropriately with regional donors and partners in pre-positioning NOs for acquisition.

  • Assist NOs in the donor meeting preparation, including ensure SO is informed and informs the donor engagement process.

  • With GAM leads develop a key account management system to record and use information from meetings to improve how we manage donor relationships.

  • With communications develop key marketing materials/capacity statements, using previous success and documented best practices in grants management.

  • Identify and inform and update colleagues of specific new funding opportunities.

  • Support the Director of Resource Development in representing WV at internal and external meetings to enhance WV reputation as a credible, reliable partner in development and relief.

Grant Capacity building / Learning & Teamwork:

  • Support NOs in the development of their annual business plans.

  • Create an environment of experience sharing, learning and team work across NO’s on GAM.

  • Support NO GAM staff by sharing grant related information, provide ongoing coaching, and assist them in understanding and achieving GAM objectives.

  • Support NO complete quarterly lessons learned for large bids and applications not awarded.

  • Identify capacity gaps in grant acquisition and work with teams to address them with the goal of improving the quality of applications and win /lose ratio.

  • Support the capacity building on select skills for GAM teams including Proposal Pro.

Grant Management:

  • Explore ways to reduce overhead costs on grants to ensure WV’s competitiveness without comprising ministry quality with a special focus on Value for Money and Return on Investment with SO’s.

  • Support the team to find solutions to project implementation problems and contribute to aspects of project implementation, if necessary.

  • Regional representation at various grants community forum:

  • Support regional representation at the appropriate grants community forums (internal and external to WV).


  • Carry out additional responsibilities as assigned by the GAM Director – EAS.

  • Attend and participate in devotional meetings.


  • Educational level required: Bachelor Degree in International Development, Business Admin. Masters degree in Management or other applicable field.

  • Good understanding of the workings of major donors, such as EU, USAID, DFAT, GAC, UN bodies, World Bank, ADB, DFiD, WFP.

  • High level computer literacy and knowledge of spreadsheet applications.

  • Strong managerial and coordination/delegation skills.

  • Basic understanding of accounting principles, financial systems, and budgeting for grant proposals.

  • 5 years experience leading a Grants or Programmes team acquiring and managing institutional grants.

  • Demonstrated track record in proposal development, funding acquisition and grant management for major donors.

  • Working knowledge of WV partnership and experience working in and with National Offices.

Work Environment:

  • Office-based with frequent travel to National offices.

  • Travel: minimum of 25% International travel is required.
