World Vision Timor Leste, a non-profit Christian Humanitarian Organization, committed to working with the poor and vulnerable, is seeking qualified nationalstaff to fill the following vacant positions based in Baucau and Aileu as:

WORK CONTEXT / BACKGROUND:
World Vision (WV) is an international partnership of Christians whose mission is to follow our Lord and Saviour Jesus Christ in working with the poor and oppressed to promote human transformation, seek justice and bear witness to the good news of the Kingdom of God. The heart of WV's work is in helping communities build stronger and healthier relationships.
In its ministry, WV uses Development Program Approach (DPA) which empowers communities and local stakeholders to work together towards child wellbeing, building the local leadership and ownership essential for sustainability. The DPA aims to improve understanding of local community dynamics, identifying existing development initiatives and development groups, and determining how WV can provide support to these processes.
In its Country Strategy for FY16-19, WV PTL-Timor Leste is committed to pursue the following ministry strategic objectives:
Ensure children enjoy good health, safe water & improved sanitation
Ensure children are educated for life
Reduce gender- based violence
Enhance community resilience & livelihood (economic development)
This is a position due to the strategic direction of WVTL and a shift towards greater districts level management. The Aileu and Baucau programs team will focus on reducing gender violence, implement health projects including maternal child health and nutrition, wash and economic development projects. The Area Manager will oversee a team of around 30 staff based in the Aileu and Baucau District.
PURPOSE OF POSITION:
The Area Manager is accountable for contributing to carrying out the WVTL operating plan and strategy by:
Providing leadership to WVTL staff in the Aileu and Baucau Districts.
Ensuring that projects are implemented according to WV International standards and best practice
Contributing to organisational and staff capacity development, and
Representing WVTL in Aileu and Baucau Districts to partners and stakeholders.
The Area Manager will:
Provide overall leadership and management for the Aileu and Baucau Area Offices and projects, including management of budgets and work plans and hosting donor visits.
Ensure that WVTL is working in areas of strategic importance within the district and management of community and provincial government relations is effective.
Develop the capacity of local staff to manage and implement quality projects on a timely basis, and
Assist project coordinators in project design, planning, monitoring and evaluation with LEAP compliance.

Project Coordinator/ Managers and other direct reports staff receive clear direction
All projects with in the Area comply with Leap standards
All project approaches align with the National Strategy
All projects within the Area are consistent with TD/Program ministry model
Project management cycles are strictly followed
Projects monitored regularly as per plan of action
Projects evaluated regularly as per plan of action
# of meeting conducted with local authorities
# of meeting conducted with other NGOs
# of project visits conducted

Knowledge, Skills, Abilities:
(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.)
Competence in written English communication
Sound experience in project and program design, implementation, monitoring, evaluation and report writing
Literacy in Microsoft Word and Excel
Background in wash, food security and/or nutrition
Minimum 2 years of appropriate professional experience in management and leadership of a comparable community development environment
Previous experience in community organising and networking
Be willing to work in a team environment and travel to and stay overnight at the project sites (about 30%).
